On March 27, the Government Office said it had just issued Notice No. 154/TB-VPCP concluding Deputy Prime Minister Mai Van Chinh at a working session on the results of implementing local government at 2 levels in Ben Cau commune and Trang Bang ward, Tay Ninh province.
To promote the achieved results, overcome limitations and operate local governments at 2 levels effectively and efficiently, the Deputy Prime Minister requested Tay Ninh province to organize the thorough grasp and serious implementation of the Conclusions of the Politburo, the Secretariat; directives of the Government, the Prime Minister and guidance of central ministries and sectors on operating local governments at 2 levels.
Continue to consolidate the organizational structure of the administrative apparatus and public non-business units according to regulations; review and arrange public non-business units in the direction of streamlining, improving operational efficiency, strengthening autonomy, ensuring compliance with the 2-level local government model.
Improve the quality of grassroots cadres according to the Conclusion of General Secretary To Lam in Notice No. 21-TB/VPTW; urgently review and comprehensively evaluate the contingent of provincial and commune-level cadres and civil servants; develop a plan to arrange, arrange, and use the contingent of cadres and civil servants in accordance with the job position, ensuring completion in April 2026.
Overcome the shortage of human resources and in-depth professional staff, especially in important fields such as health and education. Build a capacity framework and training and fostering plan for cadres and civil servants, especially commune-level cadres, while improving capacity and professionalism to meet task requirements in the new situation.
The province needs to strongly innovate thinking and working methods from "passive administration" to "proactively creating and serving the people". Grassroots governments proactively orient socio-economic development, promptly support people and businesses to solve difficult and obstacleful problems.
Promote the "digital literacy" movement to help people have more convenient access to online public services, quick and transparent procedures, reducing time and costs for people and businesses.
Continue to improve digital infrastructure, digital platforms, information systems; ensure data connection and intercommunication between levels of government from central to commune levels; effectively exploit national databases, specialized databases, especially national population databases to solve administrative procedures based on data.
Promote administrative procedure reform, digital transformation, application of technology in administrative procedure management and resolution, standardization of work resolution processes, improving service quality for people and businesses; digitize archived documents to ensure synchronization and unity.
Review and assess the feasibility and difficulties and obstacles in the process of implementing assigned tasks, delegation of power, and decentralization of authority; promptly propose to competent authorities for consideration and removal.
After competent authorities issue general regulations on personnel and personnel management of the political system, the province proactively develops a plan, based on the classification of administrative units to determine the number of personnel suitable for each type of unit.
