Delegate Nguyen Phuong Thuy (Hanoi Delegation) said that shortening the term of the 15th National Assembly and People's Councils at all levels is necessary to prepare more carefully for the 16th election, especially in the context of implementing a two-level government.
The time from submitting documents to conducting the election has been shortened from 60 to 42 days compared to before, which is considered a big step forward, demonstrating the great determination of relevant units in streamlining the apparatus and saving time.
However, regulations related to citizens' rights and obligations related to elections must remain the same, delegate Nguyen Phuong Thuy stated.

According to the delegate of the Hanoi City Youth Union, localities that can organize consultation conferences and collect voters' opinions at their place of residence can apply both in-person and online.
Making a list of voters can use a population database to determine a list of voters quickly, without having to do it manually as usual.
Listing the list of candidates can also be done online when applying for digital transformation, instead of posting it publicly on news boards as before.

The draft law proposes to revise the provisions of this content from the People's Committee of the commune and the district -level People's Committee approved to the People's Committee of the commune level, the provincial People's Committee adjusted.
The delegate said that the election only takes place every 5 years, and approving the voting area is an important content. Previously, we assigned it to superiors for approval, but now we should still let the provincial People's Committee approve it to ensure the determination of the voting area accurately.
With the proposal to increase the number of members of the Election Committee, delegate Nguyen Tuan Thinh agreed to increase from 9-11 to 9-15 members.
Regarding the regulation on participating in the Election Committee, the draft law has proposed that the representative of the National Assembly delegation participate as a member of the Provincial Election Committee. This is a new content, with the participation of local National Assembly delegations.
Regarding the time limit for handling complaints, the draft law stipulates reducing the time limit for receiving complaints from 5 days to 3 days, delegate Nguyen Tuan Thinh said that the adjustment is appropriate because complaints about election results are often determined immediately.

Regarding raising standards and screening candidates, delegate Tran Van Khai (Ha Nam Delegation) said that it is necessary to clearly stipulate candidate standards on quality, qualifications and cases that are not candidates for screening from the beginning.
The process of consulting and collecting voters' opinions needs to be more transparent and strict, promptly eliminating candidates who are not reputable enough and do not deserve to represent the people.
"We need to focus on the structure to increase the proportion of young delegates. Currently, only 9.4% of the 15th National Assembly deputies are under the age of 40.
Therefore, it is necessary to increase these rates to ensure that elected bodies have diverse representation, reflecting the voices of all classes of people, the delegate suggested.
