Deputy Prime Minister Nguyen Hoa Binh has just signed Decision 1589/QD-TTg dated July 24, 2025 of the Prime Minister promulgating a plan to implement the Law on Organization of Local Government No. 72/2025/QH15.
The plan includes the following contents:
1. Organize propaganda and dissemination of the Law on Organization of Local Government;
2. Organize a conference to disseminate and provide in-depth training on the Law on Organization of Local Government;
3. Organize a standing department to resolve difficulties and problems arising when organizing the implementation of the Law on Organization of Local Government and converting the local government model from 3 levels to 2 levels;
4. Develop and promulgate documents detailing and guiding the implementation of the Law on Organization of Local Government;
5. Issuing documents in case it is necessary to resolve issues arising when organizing local government at 2 levels as prescribed in Clause 9, Article 54 of the Law on Organization of Local Government;
6. Organize the evaluation and summary of Government Decrees, Circulars of ministries and ministerial-level agencies on decentralization, delegation, and division of authority in various fields; propose amendments and supplements to laws, Ordinance, and resolutions of the National Assembly and the National Assembly Standing Committee.
The implementation period is from now until October 31, 2025.
According to the plan, the Ministry of Home Affairs will preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies and organizations to build:
1. Resolution of the National Assembly Standing Committee on administrative unit standards, to be completed in September 2025.
2. The Government's Decree stipulates the framework for the number of Vice Chairmen of the People's Committee; the number and structure of People's Committee members; the order and procedures for proposing to approve the results of the People's Council in electing, dismissing, and removing Chairmen and Vice Chairmen of the People's Committee; the order and procedures for transferring, removing Chairmen and Vice Chairmen of the People's Committee, and assigning the authority of the Chairman of the People's Committee, to be completed in August 2025.
3. The Government's Decree on administrative unit classification, to be completed in September 2025.
4. The Government's Decrees promulgate the Typical Working Regulations of the People's Committees at the provincial and commune levels, to be completed in September 2025.
5. The Government's Decree stipulates the duties, powers, organization and operation of the People's Committee, Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committee of the special zone as prescribed in Clause 2, Article 28 of the Law on Organization of Local Government, to be completed in September 2025.
6. The Government's Decree stipulates the duties, powers, organization and operation of the People's Committee, Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committee of the special zone as prescribed in Clause 2, Article 28 of the Law on Organization of Local Government, to be completed in September 2025.
7. The Government's Decree guides the collection of voters' opinions on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries, to be completed in October 2025.
8. The Government's Decree on organizing the activities of villages and residential groups and a number of regimes and policies for part-time workers in villages and residential groups, to be completed in November 2025.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice and the Government Office to submit to the Government for promulgation Decree No. 150/2025/ND-CP regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provinces and centrally run cities.
