On the afternoon of June 9, Chairman of the Hanoi People's Committee Tran Sy Thanh had a working session with the Hanoi Urban Railway Management Board (MRB) to inspect and urge the implementation of urban railway projects in the capital and remove difficulties and obstacles in the implementation process.
Attending the meeting were representatives of leaders of the Departments, including: Department of Home Affairs, Department of Finance, Department of Construction, Department of Planning - Architecture, Department of Agriculture and Environment, Institute of Construction Planning...
At the meeting, MRB reported on the organizational situation, facilities, and implementation progress of key projects, such as Urban Railway Line 2 (metro Line 2, Nam Thang Long - Tran Hung Dao), Line 5 (Van Cao - Hoa Lac), as well as network planning and development tasks according to the TOD model.
MrB also proposed and recommended the improvement of the organization, the arrangement of appropriate working headquarters and the addition of capital to implement projects.
According to MrB's report, in the first 6 months of 2025, the total disbursement of projects reached 21.5%.
For the Nhon - Hanoi Railway Station metro project, the elevated section has been in operation since August 2025. Up to now, the operation has been ensured in safety, the underground construction progress has reached 48.72%, the contractor is committed to completing the construction of both tunnels in December 2025.
For the Nam Thang Long - Tran Hung Dao route project, MRB has mobilized Japanese Consultants since February 2025 to complete the project adjustment dossier, expected to be submitted to the city in July 2025 for approval.
According to MRB, compensation, support and resettlement work has been completed for site clearance (GPMB) of agricultural land, and there are currently 187 households at Xuan Dinh depot that have not been cleared.
In addition, there are 79 households in the Nguyen Van Huyen extended road project that have not yet been compensated for site clearance, which is at risk of affecting the implementation progress of the project's elevated section.

For the Line 5 Project, Van Cao - Ngoc Khanh - Lang - Hoa Lac, the investment preparation phase includes 10 packages, currently signed 01 package, the remaining 09 consulting packages are completing procedures to sign the contract.
In addition, MRB is also preparing to invest in 10 investment- oriented transport routes in 2025 and the remaining routes in 2026.
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized the key role of the urban railway system in the process of building a modern, civilized and sustainable capital; the overall planning for immediate and synchronous implementation of urban railway projects.
The Chairman of the Hanoi People's Committee also highly appreciated the efforts, sense of responsibility and innovation proposals from MRB.
In addition, the Chairman of the Hanoi People's Committee agreed with MrB's report and proposal on the time to start construction of Xuan Dinh depot in October 2025 and start construction of the entire route in the fourth quarter of 2026 for Metro Project No. 2 (phase 1), Nam Thang Long - Tran Hung Dao section.

For metro No. 5, Van Cao - Hoa Lac, the Chairman of Hanoi People's Committee requested Mr. Vinh to focus, review, and speed up the progress, ensuring the entire route is started in 2025.
At the same time, the implementation of the Master Plan for the development of the Capital's infrastructure system and Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly will be implemented.
Mr. Tran Sy Thanh affirmed that the city will accompany and create maximum conditions for projects to be implemented on schedule and achieve the highest quality.
The meeting ended in an urgent and decisive atmosphere with many valuable opinions from relevant departments and branches, demonstrating the high political determination of the entire Hanoi government system for the breakthrough development of urban transport infrastructure in the coming period.
