Determined to complete the elimination of temporary and dilapidated houses before August 31, 2025

The Prime Minister requested ministries, branches and localities to be determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide before August 31.

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 84/CD-TTg dated June 8, 2025 to Ministers, Heads of ministerial-level agencies, and agencies under the Government; Head of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in provinces and centrally run cities on focusing on completing the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025.

The dispatch stated that up to now, all levels, sectors and localities have supported the demolition of temporary and dilapidated houses with a quantity of over 205,000 units, of which more than 147,000 units were inaugurated and nearly 58,000 units have been under construction; 21/63 provinces and centrally-run cities have no more temporary and dilapidated houses.

The Prime Minister requested Ministers, Heads of ministerial-level agencies, government agencies, and Heads of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in provinces and centrally run cities to focus on leading, directing and organizing the more drastic, faster and more effective implementation of the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025".

Determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025; including supporting housing for relatives of martyrs and people with meritorious services to the revolution before July 27, 2025.

The Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with relevant units to decide on adjusting support funding from mobilized funding sources in the Emulation Movement of the whole country joining hands to eliminate temporary and dilapidated houses and from the launching program to support the difference for housing from the two national target programs starting in 2025.

The Ministry of Construction monitors, urges, synthesizes and promptly resolves difficulties and problems in the process of supporting housing for people with revolutionary contributions and martyrs' relatives to ensure the completion of the set goals.

The Prime Minister also requested the Ministry of Finance to urgently report to the Government on the plan to use increased central budget revenue in 2024 to report to competent authorities according to regulations.

After being approved by competent authorities, urgently submit to the Prime Minister to issue a Decision on allocating support funds from the central budget to localities to implement housing support policies for people with revolutionary contributions and relatives of martyrs.

The Prime Minister requested the People's Committees of provinces and centrally run cities to organize the announcement of the completion of the target of eliminating temporary and dilapidated houses.

Applying funds from local funding sources to immediately organize the implementation of support for starting new construction and repairing houses for people with meritorious services and relatives of martyrs to ensure that they do not exceed the number of houses, the local funding amount has been approved and sent to the Ministry of Construction for appraisal and synthesis to the Ministry of Finance.

Report the funding needs to be supported to be equal to the support level of 60 million VND/newly built house and 30 million VND/repaired house for houses from the 2 National Target Programs starting in 2025 and send to the Ministry of Construction, the Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions before June 13, 2025.
