Efforts to ensure regulations and practice
The People's Committee of Quang Binh province requires districts, towns and cities in the area to review the plan to reorganize commune-level administrative units to ensure compliance with central regulations.
According to the assessment of the Provincial People's Committee, some commune-level administrative units proposed by localities for arrangement do not fully meet the standards on natural area and population size according to the Central Government. Therefore, the province requires a thorough review to ensure the reorganization process complies with the set principles and criteria.
The Provincial People's Committee also requested localities to consider specific factors such as history, culture, ethnicity, religion, belief, customs and practices, as well as conditions for economic development, security - defense and transport infrastructure.
Responding to Lao Dong Newspaper, Mr. Nguyen Dinh Hoa - Chairman of the People's Committee of Le Thuy district (Quang Binh province) said that the arrangement of commune-level administrative units in Le Thuy district is carried out in accordance with the regulations of the Central Government and the direction of the People's Committee of Quang Binh province. The district is focusing on reviewing each administrative unit to develop a plan to arrange communes to ensure natural area and population size.
According to the Chairman of the People's Committee of Le Thuy district, the arrangement and reorganization of communes and towns must ensure suitability in terms of geographical location, natural conditions, specific factors as well as in terms of scale and level of economic development, creating many new driving forces and development space for communes after the arrangement.
Ensured when put into operation
In Dong Hoi City (Quang Binh Province), the City People's Committee has just issued a document asking for opinions on the plan to arrange commune-level administrative units from 15 to 2 units, changing from the old proposal from 15 to 3 units.
According to the new proposal, Dong Hoi City will reduce from 15 commune and ward-level administrative units to 2 units.

The first administrative unit includes 11 wards and communes merged: Dong Hai, Dong Phu, Hai Thanh, Duc Ninh, Duc Ninh Dong, Phu Hai, Bao Ninh, Nam Ly, Bac Ly, Loc Ninh, Quang Phu. The total natural area after the merger is 67.84km2, the urban construction area according to the plan is 58.42km2 with 122,717 people. The administrative headquarters is located at the Dong Hoi City People's Committee.
The second administrative unit consists of 4 wards and communes: Nghia Ninh, Dong Son, Bac Nghia, Thuan Duc. The total natural area is 88.03km2, the planned urban construction area is 30.84km2 with 32,396 people. The administrative headquarters is located at the People's Committee of Dong Son Ward.
Mr. Le Ngoc Quang - Secretary of the Quang Binh Provincial Party Committee, Head of the Steering Committee on the arrangement and reorganization of district and commune-level administrative units said that the rearrangement is a historic step, requiring the consensus and high determination of the entire political system and people.
It is not simply a matter of discussing the criteria and number of units, but also a comprehensive review and re-evaluation of cadres and civil servants to ensure that when the new administrative unit comes into operation, the cadre work has been arranged appropriately.
