Reduce focal points, maintain population consensus
On May 28, the Standing Committee of the Party Committee of Tam Ky Ward, Da Nang organized a conference to inform the policy of higher levels and collect people's opinions on the plan to arrange and consolidate the block of streets in the area.
According to Ms. Le Thi Hieu - Head of the Culture and Social Department of Tam Ky ward, the development of the block arrangement plan is implemented based on Decree 185 dated May 26, 2026 of the Government stipulating the organization and operation of villages and residential groups; regimes and policies for non-specialized workers in villages and residential groups.

At the same time, the ward is implementing according to Official Dispatch 5433/SNV-XDCQ dated May 20, 2026 of the Da Nang City Department of Home Affairs on building a plan to arrange and consolidate villages and residential groups associated with arranging Party cells, Fatherland Front working committees and socio-political union branches.
Currently, Tam Ky ward has 22 blocks of streets. Through review, 18 blocks of streets meet the criteria of a scale of 450 households or more; 4 blocks of streets do not meet the criteria and are subject to mandatory arrangement, including Dong Sim, Xuan Tay, block 7 and block 8.
Based on local practice and discussion opinions at the conference, the Party Committee and People's Committee of Tam Ky ward plan to maintain the 12 blocks that have stabilized; and at the same time arrange, consolidate and adjust the geographical boundaries for the remaining 10 blocks. The goal is that after arrangement, all blocks in the area will ensure criteria according to the regulations of the Central Government.

According to the plan, Dong Sim block will be supplemented with a part of the population from Xuan Nam block to reach about 454 households; Xuan Tay block will be adjusted to receive the Dong Rau Truong Xuan residential area from Xuan Bac block, reaching about 480 households. A part of block 7 will be moved to My Bac block, the rest of block 7 and block 8 are expected to be arranged into a new block with about 736 households.
Notably, this new block is expected to be named Phuoc Hoa, according to the wishes of the people. In addition, the ward also plans to rename block 9 to Tu Ban block, in order to better suit the historical, cultural and local realities.

The plan also considers adjusting the boundaries of some blocks of streets according to traffic routes to facilitate management. In which, the Asean residential area is moved from block 5 to My An block; some households in My Dong block are adjusted according to the boundaries of Nguyen Tat Thanh street.
Tam Ky is expected to have 21 blocks of streets after arrangement
After the arrangement, Tam Ky ward is expected to have 21 blocks, a decrease of 1 block compared to the present.
At the conference, many opinions said that the arrangement is necessary to streamline the organization, ensure population size, and improve management efficiency at the grassroots level. However, this is also a sensitive issue, because the name of the block, population boundaries, Party cell activities, Fatherland Front work committees and branches are all long-term associated with people's lives.


Some grassroots officials suggested that the implementation process should publicize the boundary map, clearly explain the reasons for adjusting each residential area, and fully listen to people's opinions before deciding. The naming of new blocks and renaming old blocks also needs to create consensus and avoid disrupting community psychology.
According to Ms. Nguyen Thi Thu Lan - Member of the Standing Committee of the City Party Committee - Secretary of the Party Committee of Tam Ky ward, the current plan is just a plan, put forward for information, exchange and continued completion. The ward's point of view is that the arrangement must adhere to regulations but not mechanically; ensure management criteria, and at the same time respect historical, cultural, residential area and legitimate aspirations of the people.

The arrangement and consolidation of the block of streets in Tam Ky is therefore not simply reducing focal points, but a test of how to reorganize the management space at the grassroots level: more streamlined but closer to the people, more effective but not losing community cohesion.
