The Central Steering Committee on summarizing Resolution 18-NQ/TW (Central Steering Committee) has just issued a document on the arrangement of state-owned enterprise units and focal points within agencies and organizations in the political system.
In this document, the Central Steering Committee has oriented research, proposals, and arrangement of public service units and state-owned enterprises.
In particular, for the arrangement of public service units at the Central level, the Central Steering Committee sets out the arrangement orientation:
Promote socialization, restructuring or dissolving ineffective public service units. Arrange in the direction of streamlining, reducing the number of project management boards of central ministries and branches; merge and dissolve ineffective scientific and technological organizations.
Develop a system of research and testing centers, key national laboratories, focusing on strategic technology development; regional data centers.
Arrange and streamline focal points within government agencies and units under government agencies; focal points within public service units under departments, ministries, branches, agencies and units at the central level.
In localities, reorganize in the direction of streamlining and reducing the number of provincial-level project management boards; each province and city has no more than 3 provincial-level project management boards; based on practical requirements of the locality, it is possible to establish inter-commune and ward project management boards; commune-level project management boards if necessary. The project management boards operate under a financial autonomy mechanism, ensuring operating costs themselves.
Arrange and streamline focal points within provincial-level public service units and public service units under provincial departments, branches, agencies and units; restructure or dissolve provincial-level public service units that do not operate effectively, ensuring improvement of the quality of basic and essential public services associated with restructuring and reducing civil servants receiving salaries from the state budget; promote the socialization of public service units in places with sufficient conditions.
Research on organizing a commune-level public service unit to provide basic and essential public services to local people (such as in the fields of culture, sports, information, communication, environment, agriculture, etc.); promote socialization in places with sufficient conditions.
