On the afternoon of February 19, the 18th term People's Council of Quang Binh province, term 2021-2026, held its 20th session (special session).
The conference voted to pass the Resolution on the establishment and reorganization of specialized agencies under the People's Committee of Quang Binh province.
Establish the Department of Ethnic Minorities and Religions of Quang Binh province on the basis of the Provincial Ethnic Committee; receive additional functions and tasks, and organize the state management apparatus of beliefs and religions under the Department of Home Affairs.
Merge the Department of Planning and Investment and the Department of Finance, establish the Department of Finance of Quang Binh province.
Merge the Department of Transport and the Department of Construction, establish the Department of Construction of Quang Binh province; at the same time, transfer the task of testing and granting road motor vehicle driving licenses from the Department of Transport to the Quang Binh Provincial Police when there are regulations from the Government and the Central Ministries and branches.
Establish the Department of Agriculture and Environment of Quang Binh province on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; take over the tasks and organize the state management apparatus on poverty reduction from the Department of Labor - Invalids and Social Affairs.
Establish the Department of Home Affairs of Quang Binh province on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; transfer the state management of beliefs and religions under the Department of Home Affairs to the Department of Ethnic Minorities and Religions.
The Department of Labor, War Invalids and Social Affairs transferred the functions and tasks, organizing the state management apparatus, specifically, the field of poverty reduction to the Department of Agriculture and Environment; the field of social protection, children, and prevention of social evils to the Department of Health; the field of vocational education to the Department of Education and Training; the field of drug rehabilitation and post-drug rehabilitation management to the Quang Binh Provincial Police.
Establish the Department of Science and Technology of Quang Binh province on the basis of merging the Department of Information and Communications and the Department of Science and Technology. Transfer the functions and tasks of state management from the Department of Information and Communications, including press and publications, to the Department of Culture, Sports and Tourism (name after merger); the field of network safety and security to the Provincial Police.
Establish the Department of Culture, Sports and Tourism of Quang Binh province on the basis of merging the Department of Culture and Sports and the Department of Tourism; at the same time, receive the functions, tasks, and organization of the state management apparatus of the press and publishing from the Department of Information and Communications.
Merge the Department of Foreign Affairs into the Provincial People's Committee Office and reorganize the Quang Binh Provincial People's Committee Office.
Thus, after the establishment and reorganization, there are still 13 specialized agencies under the Provincial People's Committee that ensure regulations (reducing 7/20 agencies, reaching 35%).
