Mr. Truong Van Minh (reader's name has been changed) currently holds the rank of Sergeant working at the local police.
In 2020, Mr. Minh joined the police force. When performing his duties as a citizen, he graduated from a university in a foreign field with a good classification certificate. In 2022, he was considered for a professional transfer.
Currently, he has not yet received a professional training in Public Security. "The Ministry of Public Security would like to ask me, will my case be promoted to Lieutenant by June 2025? If so, according to what regulations?" - Mr. Minh wondered.
Regarding Mr. Minh's petition, the Ministry of Public Security responded on the Electronic Information Portal.
Pursuant to the Ministry's regulations on the promotion and salary increase regime for officers and non-commissioned officers in the profession (in Circular No. 34/2020/TT-BCA dated April 10, 2020 of the Minister of Public Security stipulating the annual promotion and salary increase regime for officers and non-commissioned officers of the People's Public Security):
(1) The term for considering promotion from Senior Lieutenant to Major is 2 years;
(2) The primary qualification, the highest rank is Senior Lieutenant, and when the term is considered for salary increase, the rank of Major (coefficient 4.20), Lieutenant (coefficient 4.60);
(3) After 3 years (from the time the non-commissioned officers and conscripts are transferred to professional positions), if they have not passed the Police professional training program, when the deadline comes, they will only be considered for salary increase, not for promotion.
Pursuant to Circular No. 30/2023/TT-BCA dated July 20, 2023 of the Minister of Public Security regulating salary classification, conferment, and promotion of ranks for citizens selected and admitted to the People's Public Security, non-commissioned officers with intermediate, college, and university degrees before transferring to the professional regime, if the Public Security of units and localities arranges work in accordance with the training major, will be considered for promotion and salary increase according to the regulations of the Ministry of Public Security for higher training qualifications.
Accordingly, when considering the annual salary in June 2025, the Provincial Police where Mr. Minh works will base on the time of transfer to the professional regime, the term of holding the rank of Senior Lieutenant, the training level (University) and the job of Mr. Minh to consider promoting the rank of Major or raising the salary to the rank of Major Lieutenant, coefficient 4.20 for Mr. Minh according to the regulations of the Ministry mentioned above.
