The Ministry of Home Affairs is seeking opinions on the draft Decree regulating civil servant job positions.
According to the Ministry of Home Affairs, the civil service is still mainly operating according to the professional model, not creating enough motivation for civil servants to strive to improve quality and not closely linking recruitment, training, assessment, and work arrangement with the specific requirements of each job position.
The selection and attraction of people with virtue, talent and capacity is still limited; at the same time, the implementation of guiding circulars from Decree 62/2020/ND-CP shows the need to perfect the job position system in a more unified and synchronous direction.
This draft stipulates that the Government issues a system of framework job position categories for all state administrative agencies, including six groups: leadership and management positions; professional expertise; general use; service support; People's Council; and commune-level job positions.
Based on the framework list, each ministry, branch and locality must specify their list to suit their functions, tasks, workload and organizational structure.
According to the proposal, instead of issuing according to the instructions of each ministry as in the previous stage, the entire list and model will be issued by the Government.
The draft decree is accompanied by 9 models of job description and job position capacity framework, applicable from the ministerial, sector to commune level. The models fully include: job position goals; tasks and evaluation criteria; working relationships; scope of authority; working conditions; standards of qualifications, experience and quality.
Form No. 1 is applied to the leadership and management job position as the head of an agency or organization; Form No. 2 is applied to the leadership and management job position as the deputy head of an agency or organization;
Form No. 3 is applied to leadership and management positions that do not apply Form No. 1 and Form No. 2; Form No. 4 is applied to positions with senior expert ranks;
Form No. 5 is applied to job positions assigned to senior experts and equivalent; Form No. 6 is applied to job positions assigned to senior experts and equivalent;
Form No. 7 is applied to job positions assigned to specialist ranks and equivalent; Form No. 8 is applied to job positions assigned to staff and equivalent, employees and equivalent;
Form No. 9 is applied to job positions with the rank of specialist and equivalent at the commune level.
