On February 23, information from Nghe An Provincial People's Committee said that the leaders of the two departments agreed on a project to establish a Department of Construction on the basis of merging the Department of Construction and the Department of Transport.
According to the project, the Nghe An Department of Construction (new) will have 10 specialized departments and 5 affiliated public service units - reducing 5/20 units compared to the initial apparatus of the two departments, equivalent to a reduction of 25%.
According to the merger project, the specialized departments of the Nghe An Department of Construction (new) are reorganized, including the Department Office; Department Inspectorate; Department of Transport Management; Department of Infrastructure Management; Department of Planning and Economics; Department of Quality Management ( Appraisal); Department of Project Appraisal; Department of Architectural Planning and Urban Development; Department of Housing and Real Estate Market Management; Department of Science, Technology and Construction Materials.
The total number of specialized departments and public service units will be reduced by 5/20 compared to the initial apparatus of the two Departments (a reduction of 25%) and will continue to study streamlining in the period of 2025-2030.
Nghe An Department of Construction (new) still has 5 affiliated public service units including the Traffic Project Management Board, Road Maintenance Management Board, Institute of Construction Planning and Architecture, Construction Inspection Center (can be equitized) and Motor Vehicle Inspection Center (can also be equitized).
One of the important points of the merger project is the construction of a new leadership structure with 1 director and 7 deputy directors.
By the end of 2024, Nghe An Department of Construction had 55 civil servants, 3 contract workers and 1 mobilized officer, while the Department of Transport had 72 civil servants and 19 contract workers, along with the inspection system and public service units with a total of hundreds of people.
The main headquarters of the Nghe An Department of Construction (new) is expected to be located at No. 47, Le Hong Phong Street, Vinh City - currently the headquarters of the Department of Transport.
During the conversion period, some units such as the Traffic Project Management Board and the Provincial Traffic Safety Committee Office will temporarily work at headquarters No. 8, Truong Thi Street, Vinh City - this place used to be the headquarters of the Department of Construction.
