Presenting the Report at the meeting, Governor of the State Bank of Vietnam (SBV) Nguyen Thi Hong said that the development of the Law on Deposit Insurance (amended) aims to create a complete and clear legal corridor for the organization of deposit insurance (BHTG) to better protect the rights of depositors, ensure the stability of the credit institution system (CIs), security and social safety.
Draft adds rights and obligations of unemployment insurance organizations. Accordingly, unemployment insurance organizations are allowed to inspect and organize participation in unemployment insurance according to the plan assigned by the State Bank; and are entitled to special loans from the State Bank.
In addition, they can participate deeply in the process of restructuring credit institutions, such as qualified bachelors to join the leadership of special-controlled People's Credit Funds (QTDND), participate in evaluating restructuring plans, buying long-term bonds of credit institutions receiving compulsory transfers, or special lending to organizations participating in unemployment insurance.
The draft allows the Governor of the State Bank to regulate the fees for the same or different levels depending on the characteristics of each period, and at the same time, add a mechanism for temporarily suspending fee payment with TCTDs under special control, to support financial recovery but still ensure the obligation to repay.
Speed up the time and increase the insurance payment limit. The obligation to pay insurance may arise sooner - as soon as the bankruptcy plan is approved, the SBV confirms that the foreign bank branch is unable to pay or suspends deposit receipt when the accumulated loss exceeds 100% of charter capital.
In special cases, the Governor of the State Bank can decide to pay all insured deposits. These regulations significantly increase the ability to protect depositors, preventing the risk of chain collapse.

Regarding decentralization and delegation of authority to ministries, branches, and unemployment insurance organizations, Governor of the State Bank Nguyen Thi Hong said that the draft Law inherits the delegation of authority to the Minister of Finance to regulate the financial regime of unemployment insurance organizations, while supplementing the authority of the Ministry of Finance to regulate accounting and accounting of unemployment insurance organizations...
Presenting a summary of the review report, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai suggested that the drafting agency continue to review and complete the draft Law.
Regarding the rights and obligations of unemployment insurance organizations, the Standing Committee of the National Assembly's Economic and Financial Committee proposed to clearly define the role of unemployment insurance organizations and organizations participating in unemployment insurance in calculating unemployment insurance fees, clarifying the subject of determining fees as a basis for organizations participating in unemployment insurance to pay fees.
Along with that, it is necessary to clarify the scope, subjects, and inspection content of unemployment insurance organizations for organizations participating in unemployment insurance, avoiding duplication with agencies that are also regulating the functions of inspection, examination, and supervision of credit institutions.
At the same time, it is necessary to specify the cases and conditions for unemployment insurance organizations to receive support from the state budget.
