The Draft Law on Vocational Education (amended) was commented on by the National Assembly Standing Committee at the 48th Session.
Minister of Education and Training Nguyen Kim Son said that the comprehensive amendment of the current Law on Vocational Education (VET) aims to meet the requirements of innovating state management methods of VET; resolving problems in school councils to improve governance capacity and autonomy of VET institutions.
At the same time, improve the quality of vocational training by ensuring the substantial training conditions (curriculum, lecturers, teachers, finance) and building a system to ensure internal quality and external assessment and evaluation.
Commenting on the draft law, Politburo member and National Assembly Chairman Tran Thanh Man said that the drafting agency needs to study, clarify and specify regulations on vocational secondary school and vocational college programs, contributing to overcoming the current situation of "more teachers than teachers".
In particular, the draft Law needs to clearly stipulate general education as the core, vocational skills education for post- high school students as the basis, as a step in skill development, contributing to early student orientation.

Along with that, the National Assembly Chairman suggested that it is necessary to pay attention to determining the structure of vocational training programs; solving the problem of qualifications, clearly defining the value of vocational training graduation certificates; paying attention to professional training and foreign languages in training people working abroad.
Concerned about promoting the public-private cooperation model in vocational training, National Assembly Chairman Tran Thanh Man noted that there needs to be close cooperation between the Government, businesses, and domestic associations to make our country's vocational training more diverse, ensuring that after training, there must be an immediate address for use.
The National Assembly Chairman suggested that in perfecting the draft Law, it is necessary to supplement mechanisms and policies to support infrastructure and facilities for vocational schools; support for teachers and vocational learners; preferential mechanisms for vocational schools opened by enterprises.
"At the same time, the Ministry of Education and Training needs to pay attention to strengthening management of training quality, degrees issuance; promoting international relations in vocational education" - the National Assembly Chairman stated.
