In order for the general education program to be consistent with the change in administrative boundaries and the implementation of local government at 2 levels, the Ministry of Education and Training (MOET) organizes the posting and widely collecting opinions on the Ministry of Education and Training's Electronic Information Portal on the Draft Circular amending and supplementing the General Education Program issued with Circular No. 32/2018/TT-BGDDT of the Minister of Education and Training.

The amendment aims to meet the requirements of rearranging administrative units and implementing 2-level local governance. The Ministry of Education and Training clearly states that it is necessary to amend the curriculum of 4 subjects: History and Geography from grades 4 to 9; Grade 12 Geography; Grade 10 History and Civic Education (Economic and Legal Education, Grade 10). The amendment and supplementation of the General Education Program is carried out in 4 orientations:
First, minimize the need to revise textbooks (SGK) when editing the program.
Second, edit content that is not scientifically accurate.
Third, revise the contents affected by changes in administrative boundaries, implement two-level local governance and amend the Constitution.
Fourth, for the program of a grade that must be edited, which leads to having to editing the SGK of that grade, then correct all limitations of the program in that grade.
Regarding the expected revisions, for the Civic Education program: Amend and supplement the 10th grade program with the topics " Political system of the Socialist Republic of Vietnam" and "Constitution of the Socialist Republic of Vietnam".
For History, amend and supplement the topic of elective learning in grade 10 - the topic of the State and law of Vietnam in history.
For the Geography major in History and Geography, amend and supplement the program in grades 4 and 5, 8 and 9 and Geography major in grade 12, mainly adjust the socio-economic regions such as: regional boundaries; names and numbers of provinces and cities, area scale, population of the region; economic development resources and development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, maps of sectors and economic regions in Vietnam.
For the History major in History and Geography, amend and supplement the program in grade 7: China feudal history department; in grade 9: The division of stages in the renovation process in Vietnam from 1986 to present.
Regarding the implementation progress, the Ministry of Education and Training said that in the 2025-2026 school year, general education institutions nationwide using textbooks have been selected for teaching. The Ministry of Education and Training organizes training and guides teachers on the revised program; directs the review and editing of textbooks of some classes in the above subjects to comply with the revised program and will implement the revised textbook from the 2026-2027 school year.
