The Ministry of Education and Training reduces 5 units, changes from January 1

According to Decree No. 37/2025/ND-CP of the Government, the organizational structure of the Ministry of Education and Training will be reduced from 23 to 18 units.

The Government issued Decree 37/2025/ND-CP dated February 26, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training.

Decree No. 37/2025/ND-CP stipulates that the organizational structure of the Ministry of Education and Training will be reduced from 23 to 18 units, including:

1. Department of Preschool Education;

2. Department of Public Education;

3. Department of Higher Education;

4. Department of National Defense and Security Education;

5. Department of Students;

6. Department of Legal Affairs;

7. Department of Organization and Personnel;

8. Department of Planning - Finance;

9. Office;

10. Inspectorate;

11. Department of Teachers and Educational Managers;

12. Department of Quality Management;

13. Department of Science, Technology and Information;

14. Department of International Cooperation;

15. Department of Vocational Education and Continuing Education;

16. Education and Times Newspaper;

17. Education Magazine;

18. Vietnam Institute of Educational Sciences.

The units specified from 1 to 15 are organizations under the Ministry that assist the Minister in performing state management functions; the units specified from 16 to 18 are public service units, serving the state management function of the ministry.

The General Department of Vocational Education and the Department of Continuing Education will continue to perform their duties and powers according to the provisions of law until the Minister of Education and Training issues a Decision regulating the functions, tasks, powers and organizational structure of the Department of Vocational Education and Continuing Education. The completion date is before March 31, 2025.

Regarding teachers and educational managers, the Ministry of Education and Training stipulates the standards for titles and working regimes of teachers and educational managers.

Guidelines on leadership positions, management and professional titles in specialized fields, the structure of civil servants according to professional titles and the number of people working in public educational institutions according to regulations; stipulate the standards for heads and deputy heads of educational institutions.

Issuing teacher's professional standards; developing training programs according to professional title standards for lecturers, teachers, and staff in the education sector; promulgating codes of conduct for teachers and educational institutions...

Regarding the quality of education, the Ministry of Education and Training issued standards for higher education and vocational education institutions, standards for training programs at all levels of higher education.

Regulate the minimum knowledge level and capacity requirements that learners achieve after graduation for each level of training in higher education and vocational education.

Regulate the conditions, order, and procedures for opening majors, suspending the operation of majors and vocational training at all levels of higher education and vocational education; regulate the determination of admission targets for majors of higher education and vocational education...

This Decree takes effect from March 1, 2025.

The current leaders of the Ministry of Education and Training include: Minister Nguyen Kim Son and Deputy Ministers: Nguyen Van Phuc, Pham Ngoc Thuong, Hoang Minh Son, Nguyen Thi Kim Chi and Mr. Le Tan Dung.
