Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung signed Decision No. 1177/QD-TTg of the Prime Minister approving the adjustment of the national land use plan for the period 2021-2030, vision to 2050.
The goal of adjusting the plan is to ensure the demand for land use to achieve socio-economic development goals and targets, in which striving to achieve an average GDP growth rate for the period 2026-2030 of 10%/year or more; GDP per capita by 2030 reaching about 8,500 USD.
Continue to implement reclamation, restoration, sea encroachment, put unused land areas into use; limit land degradation; renovate and restore degraded land areas associated with environmental protection and sustainable development.
Land use targets to 2030 according to the content of adjusting the national land use plan are as follows:

The decision requires accelerating digital transformation, building and operating a centralized and unified land information system and land database, and state management of land from central to local levels in a digital environment.
Regularly, publicly announce to create conditions for people and businesses to access information and data on land use planning.
Regarding the implementation of planning, the Resolution requests to continue reviewing national sectoral planning with land use, provincial planning to ensure consistency and synchronization with the adjusted National Land Use Plan.
At the same time, strengthen the management and control of land use nationwide, in which, focus on inspection and examination of investment projects, strictly handle activities that cause pollution, destroy land, and degrade land. Continue to improve the mechanism for inspecting and supervising the implementation of land use planning.
There should be a flexible mechanism to resolve some cases of key national projects arising but not yet included in the approved land use plan to maximize investment opportunities.
In addition, build and promulgate sanctions to handle violations in the management and implementation of approved land use planning. Strengthen discipline and order in the implementation of land use planning, promote inspection, supervision, and handling of corruption and wastefulness of land, land allocated or leased but slow to put into use.
Continue to research and apply technology to inspection and supervision of land use planning implementation.
To improve land use efficiency, resolutely recover land and water surface areas that have been allocated to agencies, organizations, and businesses but have not been used or are used ineffectively.
Continue to strengthen the supervision of elected bodies, representative organizations, protecting the legitimate and lawful rights and interests of people in localities, especially the role of People's Councils at all levels, the role of the National Assembly, the Fatherland Front and socio-political organizations at all levels and the inspection and examination work of the Government, the management of ministries and branches, and localities associated with timely and strict handling of violations in the work of preparing and implementing approved land use plans.
Provincial People's Committees strengthen the review, inspection, handling and public announcement of cases that have been recovered land, allocated land, or leased land but have not been put into use; land allocated or leased by the State to implement investment projects but has not been used or is slow to put land into use.
