According to the report of the Ministry of Finance, the implementation of the arrangement, arrangement and handling of assets under its management when arranging the apparatus and administrative units in ministries and branches has been quite active and has achieved some results.
However, in some places, the implementation is still slow, mainly due to the lack of drastic participation of all levels and sectors, especially the leaders.
To ensure the handling of assets after the reorganization of the apparatus and administrative units is effective, transparent, sustainable, avoiding loss and waste and in line with reality, Prime Minister Pham Minh Chinh has signed and issued Official Dispatch No. 80/CP-TTg, requesting ministries, branches and localities to promote the implementation of the asset handling plan after the reorganization.
Accordingly, Official Dispatch No. 80/CP-TTg requires ministries, central and local agencies to strengthen inspection and examination of the arrangement and handling of assets before, during and after the arrangement of the apparatus and the arrangement of administrative units.
Assign comrades in the Standing Committee to directly monitor, direct, and lead the arrangement and assignment of headquarters and facilities for each field and area.
Establish working groups to urge and directly guide agencies, organizations, units and localities with large headquarters and facilities, complex nature and slow processing progress.
At the same time, strictly handle the responsibilities of collectives and individuals who do not perform or do not fully perform assigned tasks, especially the responsibilities of the head, affecting the progress and effectiveness of the arrangement and assignment of headquarters and facilities under their management.
Dr. Nguyen Viet Chuc - former Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth, Youth and Children (now the Committee on Culture and Society) - said that it is necessary to thoroughly grasp the spirit of thrift and effective use, avoiding waste of headquarters and public assets after merging administrative units at all levels.
According to TS, first of all, it should be affirmed, streamlining the apparatus, reorganizing the organization is an indispensable requirement from the development of the country. In that process, the handling of public offices and properties should strictly comply with the law, because this is the property of the people.
"public assets must be used for the right purpose, economically and effectively. Absolutely avoid the situation of scatteration, cheap sale of assets or misuse after the merger" - Dr. Nguyen Viet Chuc emphasized.
