The Ministry of Home Affairs has just issued a document responding to the recommendations of voters in Ho Chi Minh City sent after the First Session of the 16th National Assembly.
The document has answered the contents related to the public sector salary regime, policies for non-specialized cadres at the grassroots level and salaries for employees in the business sector.
Regarding specific policies for non-specialized cadres at the grassroots level, the Ministry of Home Affairs has submitted to the Government for promulgation Decree No. 185/2026/ND-CP dated May 26, 2026. In which, it has adjusted to increase the allowance fund from the state budget for non-specialized cadres in villages and residential groups to contribute to improving operating conditions, creating conditions for this team to feel secure in their work and meet task requirements in the new situation.
Clause 1, Article 15 of Decree No. 185/2026/ND-CP stipulates: The state budget contracts allowance funds (including support for social insurance contributions) to pay monthly allowances to non-specialized workers in villages and residential groups as follows:
For villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units on national defense according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas, and particularly difficult villages are allocated allowance funds equal to 8.0 times the basic salary level;
For villages and residential groups not specified in point a, clause 1 of this Article, the allowance fund is contracted at 6.5 times the base salary level and in clause 3, Article 15 of Decree No. 185/2026/ND-CP stipulates: In case provinces and cities use local budgets to stipulate the allowance fund contract level higher than the contract level of the state budget specified in clause 1 of this Article, the Provincial People's Council is allowed to decide the specific contract level suitable to the balance capacity of the local budget and does not have to ask for opinions from ministries and central agencies.
