On the afternoon of November 7, continuing the program of the 10th Session, the National Assembly discussed in the hall the draft Law on Cyber Security; the draft Law on State Secrets Protection (amended).
At the discussion session, regarding the draft Law on State Secrets Protection (amended), delegates gave their opinions on the scope of secret protection, reviewed and classified the protection of state secrets accordingly, especially the levels of absolute confidentiality, secretion, and unlisted confidentiality assigned to the Government to prescribe the list.
Determine the confidentiality, decentralize, publicly destroy and assign to the head of the agency or unit; regulate the bringing of documents containing state secrets out of the agency or abroad...
Minister of Public Security Luong Tam Quang explained and clarified a number of issues raised by National Assembly deputies regarding this bill.
According to the Minister of Public Security, the purpose of this law is to actively contribute to the work of protecting national security and ensuring social order and safety.
At the same time, meet the requirements of developing science, technology, innovation, digital transformation and reorganizing the state apparatus, implementing local government at 2 levels.
According to the Minister, to meet the requirements of implementing the two-level local government, the Ministry has also added the authority to copy state secrets and state secret protection activities for the commune level, with the goal of removing difficulties in implementing professional work related to state secrets.
The drafting agency will revise the provisions of the Law in the direction of directly regulating the authority of the Deputy level and eliminating authorization procedures, with the goal of simplifying administrative procedures internally - the Minister of Public Security emphasized.
Minister of Public Security Luong Tam Quang added that the drafting agency will revise regulations on the term of state secret protection, extend the term of state secret protection, declare confidentiality, and destroy documents and content of state secrets to suit the practical situation.
This not only meets the requirements for protecting state secrets but also facilitates the implementation of professional work related to state secrets.
In addition, the Minister of Public Security said that regulations will be added to completely decentralize to the provincial and commune levels. Especially at the commune level to increase the authority and responsibility of localities in state secret protection activities.
Concluding the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong proposed that the Government direct the drafting agency to coordinate with ministries, branches and the agency in charge of the review to explain and complete the draft law.
