On February 13, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities.
According to the Government's Submission, the development of the Resolution aims to pilot a number of policies, remove obstacles in science, technology, innovation and national digital transformation activities so that this field truly becomes a driving force to complete the country's industrialization and modernization.
At the same time, create a legal basis to positively, effectively and efficiently impact and strongly promote science, technology, innovation and national digital transformation.
The basic content of the draft Resolution stipulates the autonomy mechanism of scientific and technological research organizations in the direction of granting autonomy and self-responsibility for organization, staff, finance, and expertise.
In addition, it stipulates the principles of applying fixed expenditures to science and technology tasks using the state budget, including the content of fixed expenditures for final products; stipulates the principles of state funding for science and technology tasks through funds.
Regarding tax incentives for science, technology and innovation activities, the draft Resolution stipulates investments and sponsorships by enterprises for science, technology and innovation activities.
Expenses for scientific research, technological development and innovation in enterprises are included in reasonable and valid expenses when determining taxable income of enterprises.
Regarding digital transformation, the draft Resolution stipulates a mechanism allowing the use of the central budget to invest in and build national and regional digital platforms for common use by agencies and organizations.
Allowing the use of revenue from granting radio frequency usage rights in the 2024-2027 period to support businesses in quickly deploying 5G network infrastructure.

Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man agreed with the draft Resolution. However, the Resolution needs to promptly resolve difficulties when there is no governing law or it is different from current law.
When issuing the Resolution, agencies and ministries need to pay attention to urgent issues mentioned in Resolution 57 for early implementation and timely resolution of difficulties in science and technology activities, innovation and national digital transformation.
According to National Assembly Chairman Tran Thanh Man, issues that are ripe and clear need to be put into practice immediately to unleash resources to contribute to economic growth.
In addition, agencies and ministries need to "take shortcuts and get ahead" to implement policies and simplify procedures in payment settlement for scientists conducting scientific projects.
“It is necessary to create an open mechanism to attract domestic and foreign enterprises to participate in investment and promote scientific research. In implementation, there needs to be decentralization and authorization for agencies and units to implement” – the National Assembly Chairman stated.
