Care for ethnic minorities working in industrial parks
National Assembly Deputy Tran Thi Hoa Ry (Bac Lieu delegation) said that more attention should be paid to meeting the cultural needs of laborers, workers, and ethnic minorities who are migrants working in industrial parks, economic zones, export processing zones, and urban areas so that they can benefit.
The National Assembly deputies added specific targets, contents, and tasks on building good personalities and lifestyles for special subjects such as laborers, workers, and ethnic minority migrants working in industrial parks and concentrated export processing zones in urban areas.
The National Assembly deputies also said that it is necessary to adjust the target and rephrase the target "50% of economic zones and industrial parks in the center have cultural and sports centers" to: "50% of economic zones, export processing zones, concentrated industrial parks, and urban areas have cultural institutions suitable for specific subjects such as laborers, workers, and ethnic minorities".
Along with that, it is necessary to supplement specific targets, contents and tasks related to propaganda work on education and culture for specific subjects such as laborers, workers, ethnic minorities who are migrating and working in industrial parks, concentrated export processing zones and urban areas. Carefully consider the effectiveness of Vietnamese Cultural Centers abroad
The content of the policy of building Vietnamese Cultural Centers abroad was discussed by many delegates. National Assembly Deputy Tran Thi Thanh Huong (An Giang delegation) agreed with the Government's proposal to have a program and content to carry out the task of investing in building a number of Vietnamese Cultural Centers abroad.
However, the National Assembly deputies suggested that the Government should consider more, in the short term, focusing on choosing to build in countries that have long-term cultural relations with Vietnam, have a large number of Vietnamese people living, working, studying and are leading partners in direct investment in Vietnam.
At the same time, it is necessary to more carefully assess the content, scope and scale as well as balance resources to determine the list and implementation roadmap to ensure suitability, feasibility and effectiveness.
National Assembly Deputy Nguyen Anh Tri (Hanoi Delegation) expressed support for this policy, however, the necessity and effectiveness must be carefully considered. The National Assembly Deputy said that if built, it must ensure high dual-use.
“Only build when the expected revenue is enough to cover the costs, because building now may have program funding, but later there must be funding from the center's activities to cover maintenance, upkeep, upgrading, including land rental costs…” - said the National Assembly delegate.
According to the Government's report presented by Minister of Culture, Sports and Tourism Nguyen Van Hung, the total resources mobilized to implement the program for the 2025-2030 period are expected to be VND122,250 billion. The total resources mobilized to implement the program for the 2031-2035 period are VND134,000 billion.
