Speaking at the Conference, General Phan Van Giang highly appreciated the fierce participation of the Party Committee and commander at all levels in the whole army on thoroughly grasping the Party's guidelines, the orientation of the Draft Committee to amend and supplement the 2013 Constitution, the direction of the Ministry of Defense to organize propaganda, dissemination and comment on draft resolutions, democracy, publicity, quality and progress.
The amendment and supplementation of this Constitution will create an important legal corridor to complete the military and defense legal system, build the army in the direction of revolutionary, regular, elite, modern, arranging local military organizations "refined, compact, strong" to meet the task requirements in the new situation; contribute to building a streamlined political system, effective and effective operation in the new era of the country.
At the Conference, Colonel Nguyen Viet Dung - Director of the Legal Department, Ministry of Defense - summarized the content of the Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution and the results of the implementation of consulting in the Ministry of Defense.
Accordingly, on the basis of the plan of the drafting committee amending and supplementing a number of articles of the 2013 Constitution on organizing the collection of people's opinions, branches and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, the guidance of the Ministry of Justice; The Ministry of Defense issued a plan to organize the consultation in the whole army about the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
The Head of the Ministry of National Defense directs agencies and units in the entire army to collect opinions to ensure the leadership, direction, and strict implementation of Party committees and commands at all levels; promote the responsibility of the head and coordination between agencies and units in the Ministry of National Defense; conduct democracy, science, publicity, transparency, substance, ensure progress, quality and thrift.
In the past time, units in the entire army have organized 4,686 conferences and seminars to collect opinions on the draft Resolution; 415,846 comments on the draft Resolution; including 6,779 opinions from agencies, units and 409,067 opinions from individuals.
The comments at the conference were highly unified with the content of the proposal to amend and supplement the 2013 Constitution in the draft Resolution; stick to the scope of amendments and supplements of the 2013 Constitution under the Party's policy; highly unified in processes and methods of drafting; layout and techniques presented by the draft resolution; The terms are strict, clear and easy to understand.
