According to the Government Electronic Information Portal on May 26, Military Region 4 has just held a conference to assign tasks to deploy local military organizations when implementing the arrangement and organization of the local government apparatus at 2 levels.
Speaking and directing at the conference, Lieutenant General Ha Tho Binh - Commander of Military Region 4 - emphasized that the reorganization of the local government apparatus in the direction of streamlining, effectiveness and efficiency is a major policy of the Party and State, which has been and is being implemented in a number of localities.
Adjusting and arranging the organization of local armed forces in accordance with the organization of the government apparatus is an urgent requirement, to ensure centralized and unified leadership, direction, and management, while maintaining the core role of local armed forces in performing local national defense and military tasks.
Based on the guidance of the Ministry of National Defense and the specific situation in each locality, Military Region 4 has proactively researched, advised and developed a plan to reorganize the system of local military agencies in accordance with the model of local government at 2 levels, including the provincial and commune levels.
Also at the conference, delegates reported specifically on the content, roadmap, and key solutions in the process of implementing the arrangement and reorganization of local military forces according to the new model.
At the same time, they discussed and contributed many enthusiastic and responsible opinions, clarified difficulties and problems and proposed solutions suitable to practical conditions at the grassroots level.

Concluding the conference, Lieutenant General Ha Tho Binh - Commander of Military Region 4 - requested Party committees and commanders at all levels to continue to thoroughly grasp the instructions of the Ministry of National Defense, Party Committees - Military Region Command; promote the advisory role of military agencies at all levels to promptly advise local Party committees and authorities to lead and direct the organization of strict and effective implementation, ensuring national defense and security associated with socio-economic development in the locality.
The implementation process must ensure stability in ideology and organization, not affecting regular tasks, especially combat readiness, training, policy making and disciplinary management.
The Commander of Military Region 4 affirmed that the Military Region Command will strengthen inspection, guidance, timely removal of difficulties for the grassroots, ensuring that the organization of local armed forces according to the new model is truly in-depth, stable, and effective, meeting the requirements of tasks in the new situation.
