Acting Chairman of Tay Ninh Provincial People's Committee Nguyen Hong Thanh has signed and issued a document directing the rearrangement and reorganization of public service units in the province, in order to implement the policy of restructuring the apparatus in accordance with the model of local government at two levels.
According to the directive, the province will first stabilize the system of public service units in the education and health sectors. The arrangement is only carried out when it is really necessary and does not affect the provision of essential services to the people.
Regarding education, the People's Committee of Tay Ninh province assigned the commune to manage facilities from preschool to junior high school. In the field of health, district health centers will be reorganized in inter -commune clusters and under the Department of Health. At the same time, the province plans to set up 36 commune and ward health stations on the basis of merging 94 existing health stations, accompanied by health points in old communes to continue serving people.
The People's Committee of Tay Ninh Province requested the Department of Health to complete the project of arranging the health network, while the Department of Education and Training coordinated in coordinating localities to transfer the management of educational institutions to the commune level. In addition, the Department of Education should propose a new management model for boarding school. The above work must be completed before 5.6.2025.
For public service units in the fields of agriculture, environment, science - technology and other economic fields, the Provincial People's Committee assigned the Department of Agriculture and Environment and related units to study and propose plans to streamline units and build a service supply system in clusters between communes, suitable to the conditions of each locality. The completion date is June 10, 2025.
In the field of communication, the province will reorganize the radio task of the district cultural, sports and radio centers, transfer it to the provincial radio and television station to perform the task of providing communication services in inter -commune areas. At the same time, the provincial Radio and Television Television shall assume the prime responsibility for building a project with Tay Ninh newspaper, completed before 5.6.2025.
District-level cultural and sports centers and kindergartens will be transferred to the commune level for management, where the headquarters are located. Each new commune will only establish one public service unit to be in charge of basic public service services, except for places with existing centers. The People's Committees of districts, towns and cities are responsible for developing a personnel arrangement plan for these units, to be completed before June 5, 2025.
The People's Committee of Tay Ninh province also proposed the orientation of dividing 36 communes and wards into 9 inter-commune areas to facilitate the provision of public services and reorganize public service units. Each area includes adjacent communes and wards, helping to streamline the apparatus and improve management efficiency.
The restructuring of public service units is considered an important step in the province's administrative reform, aiming at a streamlined and efficient apparatus, while ensuring access to basic public services for people in the new period.
