Vinh City plans to arrange into 3 commune-level administrative units
On March 21, 2025, Nghe An Department of Home Affairs issued Official Letter No. 857 to Vinh City People's Committee on the arrangement of commune-level administrative units. According to this document, based on current criteria and regulations, Vinh City will be arranged into 3 commune-level administrative units.
According to the Department of Home Affairs of Nghe An province, the naming of commune-level administrative units after the reorganization needs to be carefully and thoroughly studied, carefully considering traditional, historical and cultural factors. Prioritize the use of the names of administrative units before the merger to name the new administrative units, in order to minimize the impact on people and businesses in converting documents. The names of the new administrative units need to be easy to identify, concise, easy to read, easy to remember and promote the comparative advantages of each locality, in line with the integration trend.
Currently, Vinh City is divided into 33 administrative units at the commune level, including 24 wards and 9 communes.
In the case of Vinh City being reorganized into 3 commune-level administrative units, the determination of the new names for these 3 units is of particular interest to the public.
Vinh, Trung Do and Cua Lo Wards
On March 22, on his personal Facebook page, social researcher Tran Hai Dang (Nghe An) proposed a plan to arrange Vinh City into 3 administrative units: Vinh Ward, Cua Lo Ward and Trung Do Ward respectively.
Vinh ward is a plan to keep the old name of the city, familiar and has a common identification meaning. Vinh is a familiar name, deeply associated with the people and has historical and cultural significance. The preservation of the name "Vinh" ensures continuity and recognition nationwide, especially when Vinh is already the economic and cultural center of Nghe An province. Keeping this name also helps minimize disruption in administrative documents.
Cua Lo ward retains the old name of Cua Lo town, the administrative unit has just merged into Vinh city. Cua Lo has become a famous sea tourism brand in Nghe An. The preservation of the name "Cua Lo" not only promotes the advantage of the tourism brand but also preserves the community's memory of the coastal land. This is also a way to preserve and promote the province's marine cultural values.
Trung Do Ward aims to preserve the memory of Phuong Hoang Trung Do, a part of the heroic history, associated with Emperor Quang Trung and the aspiration to establish a capital in the Central region. This name is a strong symbolic term, both affirming the national cultural identity and expressing the indomitable spirit of the people of Nghe An. Trung Do is also a place name that has been used for a long time, not causing disruption in the community.
According to researcher Tran Hai Dang, the above naming ensures the continuity of the culture and history of the land; easy to remember, easy to identify, minimize the risk of administrative disruption; promote economic and tourism advantages, especially the Cua Lo sea tourism brand; promote traditional factors by preserving the memory of Phuong Hoang Trung Do.
The above option has received the approval of many people, because this is a good option, very meaningful for competent authorities to refer to.
In addition, some other opinions proposed to name 3 new administrative units respectively: Vinh 1, Vinh 2, Vinh 3; or: Thanh Vinh, Trung Do, Cua Lo. Some other opinions propose the following options: Cua Lo, Nam Vinh, Bac Vinh...
On March 23, speaking with reporters, Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee said: "The naming of new administrative units after the arrangement will be carried out carefully, methodically, and in accordance with the process. The City People's Committee will seriously accept the comments contributed in the spirit of openness, thorough discussion, selection and advice on optimal solutions based on historical, cultural, economic, social factors and in line with development and integration trends".
