Carefully study commune names after the arrangement
Nghe An Department of Home Affairs has just issued Official Letter No. 857 dated March 21, 2025 to Vinh City People's Committee, proposing to develop a plan to rearrange commune-level administrative units of Vinh City when implementing the two-level local government model.
The document clearly states that the plan to reorganize units must ensure compliance with the standards prescribed in the draft Central Project. In particular, it is noted that if the arrangement plan of 5 or more commune-level administrative units does not meet the criteria, additional mergers are not required. Minimize the arrangement exceeding the Central regulations to ensure convenience in managing, serving the people and arranging cadres and civil servants.
In case after the arrangement, the new administrative unit has a larger scale than the prescribed criteria, it must be proven to ensure the conditions for socio-economic infrastructure, especially information technology, digital transformation and the quality of the staff and civil servants.
The document guides the encouragement of merging the status quo, minimizing the adjustment of part of the commune-level administrative unit to another commune-level administrative unit to establish a new grassroots-level administrative unit. At the same time, it is necessary to study and coordinate with the People's Committees of adjacent districts to propose the arrangement of the status quo of some commune-level units that are having administrative boundary disputes, border shortcomings and difficulties in people's travel distance.
Regarding the naming of commune-level administrative units after the arrangement, it is necessary to study carefully and thoroughly, carefully considering traditional, historical and cultural factors. Prioritize the use of the names of administrative units before the merger to name the new administrative units, in order to minimize the impact on people and businesses in converting documents. The names of the new administrative units need to be easy to identify, concise, easy to read, easy to remember and promote the comparative advantages of each locality, in line with the integration trend.
The document proposes that local Party committees and authorities unify their awareness and be responsible for creating consensus among local people, contributing to preserving and promoting the historical, traditional, cultural values and the spirit of solidarity of the people towards the administrative unit after the reorganization.
Determining the criteria of the Administrative - Political Center

Based on the scale of area, population and other conditions; based on the expected reduction rate of the Central Government after the arrangement, Nghe An Department of Home Affairs proposed that Vinh City People's Committee develop a plan after the arrangement to reduce to 3 commune-level administrative units.
Currently, Vinh City has 33 commune-level administrative units, with a population of more than 580,000 people.
