Arranging villages and residential groups is a content that is receiving much attention from readers. Some contents are related to arranging and establishing Party organizations in villages and residential groups.
Recently, the Central Organization Committee issued the Guidance "Some contents on arranging and establishing Party organizations in villages and residential groups" (Guidance No. 03-HD/BTCTW).
According to Guidance No. 03, the names of new village and residential group party cells are taken from the names in the resolutions of the People's Councils of communes and wards or the decisions of the People's Committees of special zones on arranging and establishing villages and residential groups. For villages and residential groups that are not subject to arrangement but have changes in names, a decision to change the name of the party cell is issued.
Regarding term: It is agreed to pilot the term of office of the village and residential group party cells as 5 years, applied to both newly established party cells after arrangement (the first term of newly established party cells is not necessarily 5 years; calculated according to the term of office of the directly superior Party Committee, which is the term 2025-2030) and party cells not subject to arrangement; the term of office is calculated according to the term of office of the directly superior Party Committee, which is the term 2025-2030.
Regarding the responsibility of Party committees at all levels: Provincial Party committees and city Party committees directly under the Central Government, based on the policy of arranging and establishing villages and residential groups, lead and direct commune, ward, and special zone Party committees to develop projects on arranging and establishing new Party cells and personnel projects (including Party cells, secretaries, and deputy secretaries).
The Party Committees of communes, wards, and special zones organize the implementation and completion of a number of contents after the project is approved as follows:
The Party Committees of communes, wards, and special zones deploy decisions on ending operations for Party cells subject to arrangement and merger; decisions on establishing new village and residential group Party cells; implement the transfer of Party organizations and party members according to regulations and guidelines of the Central Government;
The Standing Committee of the Party Committee of communes, wards, and special zones shall appoint personnel for Party cells, secretaries, and deputy secretaries of new Party cells, ensuring standards and conditions of synchronization and unity for Party cells not subject to arrangement.
Party cells (committee cells) of villages and residential groups subject to arrangement: Conduct review of targets and tasks, organize party cell conferences to develop resolutions of party cells for the 2025-2030 term based on resolutions of commune and ward party congresses, special zones and resolutions of congresses of old party cells, ensuring closeness to the situation and conditions of villages and residential groups after arrangement and organizing implementation.
Develop an action program to concretize the Resolution of the 14th Party Congress, working regulations, work programs, inspection and supervision programs of new Party committees and Party cells, and assign Party committee members in accordance with the requirements of political tasks.
For Party cells not subject to arrangement, the commune-level Party Committee Standing Committee shall review and evaluate the organizational situation and staff; develop a plan to consolidate the Party Committee to meet the requirements of tasks in the new period (if necessary); at the same time, review and supplement working regulations, work programs, inspection and supervision programs of Party committees and Party cells, and assign Party committee members in accordance with the requirements of political tasks for the 2025-2030 term (if any).
