Strictly handle if there is a delay in reporting backlogged and wasteful projects

Emphasizing the motto of preventing and combating waste such as "daily food and water", the Prime Minister requested strict handling if there is a delay in reporting on backlog projects.

On February 25, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh, Head of the Steering Committee for Waste Prevention and Control, chaired the first meeting of the Steering Committee.

In his concluding remarks, the Prime Minister requested ministries and agencies, according to their functions, tasks and authority, to promptly handle recommendations from localities; promptly report to competent authorities for contents beyond their authority.

The Prime Minister assessed that the recent work of fighting waste has achieved initial and encouraging results.

Regarding the removal of land problems in inspection, examination and judgment conclusions in a number of provinces and cities according to Conclusion No. 77-KL/TW of the Politburo, the Government has recently reported to the National Assembly to issue Resolution No. 170/2024/QH15, thereby creating a legal basis to resolve backlogged and problematic projects.

In Da Nang alone, according to statistics, more than 1,300 projects will be resolved in the spirit of the conclusion of the Politburo.

The head of the Government emphasized the motto of preventing and combating waste without limits in space and time; doing continuously, without stopping; doing from top to bottom, doing from the inside out; whose authority is that person is the one to do it, if it exceeds the authority, it must be reported to the competent authority.

Regarding the tasks and solutions for the coming time, the Prime Minister requested to urgently develop and complete the draft Law on Savings and Combat of Wastefulness to submit to the National Assembly, propose amendments to laws and regulations on budget, public investment, bidding, public-private cooperation, planning, etc.

The provisions of the Law must build a culture of thrift and anti-waste in the whole society; make the practice of thrift and anti-waste a " self-awareness" and "voluntary" at any time, anywhere, such as "daily food and drink".

The Prime Minister emphasized that the delay in reporting by many ministries, branches and localities not only demonstrates irresponsibility in implementing the Prime Minister's direction but also seriously affects the progress of handling backlogged and prolonged projects, increasing the waste of resources.

The Prime Minister requested ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and cities to seriously learn from experience and immediately rectify the implementation of the instructions of the Party and State leaders.

Cases that are not seriously implemented and do not report on time will be considered for responsibility and strictly handled according to the regulations of the Party and the laws of the State.

The Ministry of Planning and Investment ( soon to be the Ministry of Finance) and the Government Office are responsible for closely monitoring, synthesizing periodic reports, promptly proposing handling measures for units that are late and not seriously implementing.

The Prime Minister also said that in special and specific cases, there must be special and specific mechanisms and policies, with space for innovation for decision-making responsible people to immediately handle and resolve practical issues, ensuring timeliness and the highest efficiency, avoiding prolonged work and causing waste.

"If a number of people do well, the process and procedures must follow the majority, not because the minority does not do well, because a person does not do well, but if the process and procedures are designed according to the minority, they do not do well," said the Prime Minister.
