On December 8, at the 25B Conference Center (Hac Thanh Ward), the 18th Thanh Hoa Provincial People's Council, term 2021 - 2026, solemnly opened the 37th Session, regular session at the end of 2025.
In his opening speech, Mr. Le Tien Lam - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council - emphasized that the session took place at a time of special significance, which is the final year of the term and the first year of implementing the Resolution of the 20th Provincial Party Congress.
At the session, the Provincial People's Council reviewed and decided on many contents under its authority such as reports from the Provincial People's Committee on the results of implementing socio-economic development tasks, national defense and security; financial, budget and public investment reports for 2025 and plans for 2026.
The Provincial People's Council also discussed and approved 27 draft resolutions submitted by the Provincial People's Committee; gave opinions on reports from the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees; reports from the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, and the Provincial Civil Judgment Enforcement. In particular, the session reviewed and reported on the results of thematic supervision of the implementation of resolutions and the content of questions at the 2024 end of the year.
In his speech, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that 2026 is the year of the 14th National Congress of the Party; the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term; also the first year of implementing the socio-economic development plan for the 2026-2030 period. The world and domestic context continue to have many unpredictable developments, posing high requirements for local leadership and management.
The Provincial Party Secretary suggested that delegates focus on objectively and comprehensively assessing the results of implementing the tasks of socio-economic development, budget and public investment in 2025; analyzing and forecasting factors affecting the 2026 plan and the 2026-2030 5-year financial plan; agreeing on appropriate, effective and feasible solutions.
At the meeting, Vice Chairman of the Provincial People's Committee Mai Xuan Liem presented a summary report on the socio-economic situation, national defense and security in 2025 and the plan for 2026.
In 2025, Thanh Hoa achieved many important results, with 21/25 targets mainly completed or exceeded the plan. GRDP increased by 8.27%, ranking 15th out of 34 provinces and cities; GRDP scale is estimated at 333,617 billion VND, the highest in the North Central region.
Agriculture develops sustainably; the index of industrial production (IIP) increased by 15.8% over the same period; trade - services are bustling, total retail sales of goods and service revenue is estimated at VND 226,664 billion, up 16%.
State budget revenue reached nearly VND55,000 billion, exceeding the progress assigned by the Central Government and topping the North Central provinces. The whole province has 3,510 newly established enterprises, exceeding the plan by 17%. Foreign affairs activities, investment promotion, and infrastructure development continue to achieve positive results.
Institutions are perfected; the model of local government at both levels is implemented synchronously; decentralization and delegation of power are promoted; PCI continues to improve; science and technology, innovation and digital transformation have clearly changed.
