Speaking to the press, Mr. Nguyen Duy Trinh - Le Hoan High School, said that he has enough certificates according to Circular 13 of the Ministry of Education and Training such as promotion training, IT, foreign languages; two consecutive years of completing tasks and meeting professional standards. However, he and many other teachers of the school have never been considered for promotion. His salary coefficient has stopped at 4.98 for 12 years.
The principal of Le Hoan High School, Mr. Nguyen Quang Dung, said that this situation occurs throughout the province. About 6 years ago, teachers completed all their certificates to prepare for promotion, but since then, there have been no reviews for high school. He himself has also received a salary of 4.98 for a third grade placement in 13 years.
At Trieu Son 3 High School, Mr. Trinh Quoc Phuong said that there are 57 qualified teachers. Since 2018, teachers have been required to complete IT certificates, English and promote professional titles to prepare for promotion, but so far they have not been implemented.
On October 24, 2025, the Thanh Hoa Department of Education and Training issued Document No. 4113/SGDDT-TCCB requesting the Department of Home Affairs to organize the consideration of promotion of the professional title of high school teachers, based on previous directives.
Faced with prolonged problems in many localities across the country, on November 25, the Ministry of Education and Training issued Document No. 7723/BGDDT-NGCBQLGD requesting the People's Committees of provinces and cities to comprehensively review the promotion of teachers' professional titles. The Ministry stated that from 2016 to present, many localities have never organized promotion, or have developed projects but have not approved them, or have not organized them synchronously between levels of education.
These shortcomings affect teachers' rights and reduce motivation to strive, especially those who have worked for many years and are qualified.
To implement the Ministry's direction, on November 26, 2025, the People's Committee of Thanh Hoa province issued Document No. 20916/UBND-THDT assigning the Department of Education and Training to preside over reviewing the promotion work, synthesizing and reporting to the Provincial People's Committee and the Ministry of Education and Training on time; at the same time, advising on organizing the implementation of promotion consideration according to regulations.
Mr. Ta Hong Luu - Deputy Director of the Department of Education and Training of Thanh Hoa - said that the Department is only a coordinating unit, not having direct authority in considering civil servant promotion. This authority belongs to the Department of Home Affairs.
According to the representative of the Department of Home Affairs of Thanh Hoa province, in the coming time, when the model of two-level local government and the Law on Teachers are officially put into operation and the National Assembly approves, the Department will continue to coordinate with the Department of Education and Training and related units to advise the Provincial People's Committee to issue a Project to consider promoting professional titles from Grade III to Grade II and from Grade II to Grade I for civil servants in the education sector in the area.
However, according to Lao Dong's research, up to today, thousands of teachers in Thanh Hoa still have to wait for promotion.
