The Ho Chi Minh City Export Processing and Industrial Zones Management Board was established on the basis of merging 3 other management boards.

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1625/QD-TTg dated July 28, 2025 on the establishment of the Ho Chi Minh City Export Processing and Industrial Zones Management Board (HCMC).

According to the decision, the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City will be established on the basis of merging the Management Board of Ba Ria - Vung Tau Industrial Park, the Management Board of Binh Duong Industrial Parks and the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City.

The Ho Chi Minh City Export Processing and Industrial Zones Management Board (hereinafter referred to as the Management Board) is an agency under the Ho Chi Minh City People's Committee, performing the function of direct state management of export processing zones and industrial parks in the area.

Management and organization of the provision of public administrative services and other support services related to investment, production and business activities for enterprises in export processing zones and industrial parks in Ho Chi Minh City in accordance with the provisions of law.

The Management Board has legal status, an account, a national emblem; state administrative management budget, the Management Board's career management budget, development investment capital provided by the state budget according to the plan and other funding sources according to the regulations of competent state agencies.

The Management Board performs its duties and powers according to the provisions of current law.

The Head of the Management Board submits to the Ho Chi Minh City People's Committee to specifically prescribe the functions, tasks, powers and organizational structure of the Management Board according to the provisions of law.

This Decision takes effect from the date of signing and promulgation; abolish Decision No. 731/TTg dated October 3, 1996 of the Prime Minister on the establishment of the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City, Decision No. 692/QD-TTg dated May 22, 2020 of the Prime Minister on merging the Vietnam - Singapore Industrial Park Management Board into the Binh Duong Industrial Park Management Board and Decision No. 485-TTg dated July 29, 1996 of the Prime Minister on the establishment of the Ba Ria - Vung Tau Industrial Park Management Board.
