Establishing a State Appraisal Council on the investment policy of Gia Binh airport

The Minister of Finance is assigned to be the Chairman of the State Appraisal Council for the Appraisal of the Investment policy for the Gia Binh Airport construction project.

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1722/QD-TTg of the Prime Minister dated August 12, 2025 on the establishment of a State Appraisal Council to appraise the investment policy for the Gia Binh International Airport construction investment project (Gia Binh airport).

According to the decision, the Chairman of the Council is the Minister of Finance. The Vice Chairman of the Council is the Deputy Minister of Finance. The Council members include leaders of the Ministries of Construction, Public Security, National Defense, Justice, Foreign Affairs, Agriculture and Environment, Science and Technology, Culture, Sports and Tourism; leaders of the State Bank of Vietnam; leaders of the People's Committee of Bac Ninh province.

The Ministry of Finance is the standing agency of the State Appraisal Council.

The responsibilities and powers of the Council, Chairman of the Council, Vice Chairman of the Council, members of the Council, and Standing Agencies of the Council shall be implemented according to the provisions of Articles 4, 5, 6, 7, and 8, Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraisal of important national projects and investment supervision and evaluation.

The Council's appraisal report must clearly confirm whether the project dossier is eligible or not for the Government to submit to the National Assembly. The appraisal cost of the Council is implemented according to the provisions of Article 12 of Decree No. 29/2021/ND-CP. The Council is allowed to use the seal and account (if necessary) of the Ministry of Finance to serve the Council's activities.

The council dissolved itself after the project was approved for investment.

This Decision takes effect from August 12, 2025.

According to the adjusted planning (in Decision No. 1204/QD-BXD of the Ministry of Construction dated August 1, 2025), Gia Binh International Airport has an area of 1,959.95 hectares, located in the communes of Gia Binh, Luong Tai, Nhan Thang, Lam Thao, Bac Ninh province, has an airport level of 4E and is an airport used for civil and security and defense.

In the period of 2021-2030, Gia Binh airport is planned to have a capacity of about 30 million passengers/year and 1.6 million tons of cargo/year; the type of aircraft used is B777, B787, A350, A321 aircraft and other specialized and specialized aircraft; the approach to landing is according to CAT III standards for the 07L/25R runway, CAT II standards for the 07R/25L runway.

By 2050, Gia Binh airport will have a capacity of about 50 million passengers/year and 2.5 million tons of cargo/year; the type of aircraft used is B777, B787, A350, A321 and other specialized and specialized aircraft; Landing approach: according to CAT III standards for 4 runways 07L/25R, 07R/25L, 06L/24R and 06R/24L.
