Hai Phong Special Economic Zone was established with an area of 5,300 hectares, located in 6 communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung and Binh Giang.
Hai Phong Special Economic Zone has functional zones suitable for the development goals of the economic zone, including: industrial development zone (industrial zone, industrial cluster); general trade - service zone; non-tariff zone and logistics service zone; logistics center, innovation center.
The scale and location of each functional area are determined in the construction plan of Hai Phong Special Economic Zone according to the approval of competent authorities.
Regarding the main development goals of Hai Phong Special Economic Zone, maximizing the advantages of the foundation for industrial and service development, focusing on developing high-tech, environmentally friendly industries associated with the potential and strengths of Hai Phong city. From there, strengthening economic, trade, and service connections with neighboring and international areas; closely combining investment attraction, economic development with ensuring national defense and security, preserving and promoting historical and cultural relics and ensuring social security.
The construction and development of Hai Phong specialized economic zone with modern synchronous infrastructure becomes a driving force to promote socio-economic growth of Hai Phong city and the Red River Delta region (with the goal of orienting contributions of about 3 - 4% of Hai Phong city's GRDP by 2030 and over 5% in the post-2030 period). At the same time, it is a center for the development of high-tech industries, innovation centers, urban area development, modern services, effectively connecting with economic centers of the region, the whole country and the region; has modern, synchronous technical infrastructure and social infrastructure and ensures national defense and security, creating a complete and sustainable production value chain.
The decision clearly states that in the period 2025 - 2026, complete the general plan and some 1/2000 construction sub-area plans for important sub-areas.
In the period 2026 - 2030, complete procedures and implement investment and construction activities. Initially operate effectively the built works and projects; continue to synchronously complete technical infrastructure, especially urban, industrial, and service infrastructure in the economic zone; research and implement a number of new production models and projects in the economic zone.
In the period 2031 - 2035, complete the synchronous and modern socio-economic structure system of the economic zone; accelerate the urbanization process, form the appearance of a smart green city, with high-quality services; continue to attract investment in industries and fields according to the orientation in the economic zone.
