According to VOV, speaking at the Conference, Standing member of the Secretariat Tran Cam Tu stated that this year is the final year of implementing the Resolution of the 13th National Party Congress and is the year of preparing for Party Congresses at all levels, towards the 14th National Congress of the Party with a large workload. Therefore, the requirement is to focus on leading and directing the completion of tasks in the spirit of the Resolution of the 13th National Congress.
The Standing Secretariat emphasized that the preparation for Congresses at all levels, towards the 14th Congress, will have a very large volume, especially the Documents submitted to the Congress, personnel work, and service work;
Along with that, resolutely implement Resolution 18 on streamlining and organizing the apparatus, which is considered a revolution, with high consensus and support from the entire Party and people.
The implementation of Resolution 57 on science and technology - innovation, national digital transformation - resolves to create new production momentum, new production methods, to create growth momentum this year to reach 8% and the premise for the coming years of the new term to grow by 2 digits or more.
According to the Standing Committee of the Secretariat, these are major tasks, requiring advisory agencies to prepare the working program of the Politburo and the Secretariat to complete all the set contents. Due to the large amount of work, the work program must be prepared very scientifically, closely, and with reasonable time allocation to complete.
Standing member of the Secretariat Tran Cam Tu emphasized that it is necessary to seriously overcome the shortcomings in the work of advising, developing and organizing the implementation of the working program. At the same time, it is recommended that this year, Party committees and Party committees directly under the Central Government should actively and proactively implement the work program of the Politburo and the Secretariat in a timely and effective manner, and maintain the principle of prioritizing the arrangement of urgent important tasks.
In particular, special attention is paid to the preparations for the Party Congresses at all levels, towards the 14th National Party Congress. Priority must be given to projects to amend and supplement legal institutions and policies in a timely manner, remove difficulties and obstacles at bottlenecks to promote socio-economic development. Reorganizing the apparatus of the political system, reorganizing administrative units and organizing local governments at 2 levels are also among the priorities that need to be implemented.
Along with that, innovate the way of doing things and organize the implementation of the Projects in a timely and effective manner, with close coordination between agencies, departments and ministries in the preparation process, to ensure the quality and progress of the project.
Standing member of the Secretariat Tran Cam Tu clearly stated the requirement: "With such a large workload, if our approach to work and thinking methods are not innovated, we will not be able to keep up to meet the requirements of the tasks, especially the work programs of the Politburo and the Secretariat, which are extremely important.
With such a large amount of work, we certainly cannot innovate the way of doing things, not innovate the approach, and do things in the traditional way. Along with that, the proposal of our policies and guidelines needs to comprehensively assess the impact, especially the impact on the subjects directly beneficiaries and those affected by the policies and guidelines before submitting to competent authorities for consideration and decision".
