Hue City Inspectorate has just issued an inspection conclusion on the compliance with policies and laws on practicing thrift and combating wastefulness at the Sao La Nature Reserve Management Board, thereby discovering many shortcomings and violations related to the management and use of finance and state funding.
According to the inspection conclusion, the Sao La Conservation Zone Management Board is a public non-business unit, partially guaranteed by the State for regular expenditures, under the Department of Agriculture and Environment, with the function of biodiversity conservation and forest management and protection. However, in the process of operation, this unit still made many shortcomings and violations.
The Board has not developed a program or plan to practice thrift and combat wastefulness; has not proposed specific solutions to implement thrift goals according to regulations. Public disclosure of budget estimates for 2022 and 2024 is still slow.
The Inspectorate also pointed out many expenditures that are not in accordance with regulations, such as mid-morning refreshment payments; spending on food for salaried subjects from the budget; supporting gasoline costs for components not included in the approved work plan; management costs in zoning and forest regeneration promotion that are not in accordance with regulations.
Notably, through inspection, the amount of corporate income tax payable by the Board increased by more than 58.1 million VND compared to the reported final settlement, due to excluding from reasonable expenses expenditures that violated regulations with a total value of nearly 291 million VND.
In 2023 and 2024, the Board has not implemented forestry activities to reduce greenhouse gas emissions according to regulations, but still deducts management costs from this funding source. By the end of December 31, 2024, the unused greenhouse gas emission reduction fund was more than 4.68 billion VND.
In the field of construction investment, the inspection discovered that the determination of indirect costs exceeded regulations at two workplace repair projects, along with the situation of acceptance and payment exceeding the actual volume at some items, the total amount of violations was more than 20.6 million VND.
From the above violations, the Chief Inspector of Hue City proposed that the Chairman of the City People's Committee direct the Department of Agriculture and Environment to strengthen management, inspection, and guidance of the Sao La Conservation Area Management Board in practicing thrift and combating wastefulness; and at the same time request the Hue City Forest Protection and Development Fund to strictly guide the management and use of greenhouse gas emission reduction funds.
Regarding economic handling, the Hue City Inspectorate issued a decision to recover nearly 78.8 million VND from the Sao La Conservation Area Management Board, including the amount of corporate income tax to be paid additionally and the amount spent incorrectly in repair and construction activities, paid into the State budget.
