Hue City Inspectorate has just issued an inspection conclusion on the compliance with policies and laws in practicing thrift and combating wastefulness at the A Luoi Protection Forest Management Board, pointing out many violations in financial management, public assets and forestry land.
According to the inspection conclusion, the A Luoi Protection Forest Management Board is a public non-business unit guaranteed by the State for a part of regular expenditures, under the Department of Agriculture and Environment of Hue City. However, in the process of performing tasks, this unit still allowed violations, limitations, and shortcomings to occur.
The development of annual savings and waste prevention programs and plans is still formalistic, lacking specific solutions, and does not set savings targets for each field. The work of scheduling duty shifts and paying overtime for forest fire prevention and fighting forces has not been ensured in accordance with regulations.
Notably, some receivables, payables, and value-added tax obligations from previous years until the end of December 31, 2024 have not been paid into the State budget. The unit has also not declared and paid corporate income tax; has not made provisions for salary reform and funds as prescribed for bank deposit interest.
The Inspectorate also pointed out the failure to disclose public assets in 2022; the failure to determine the value of land use rights at three non-business establishments in A Roang, Hong Ha, and Tam Lanh; and the failure to determine the value of land use rights for protection forests, special-use forests, and production forests to include in the unit's assets. The situation of encroachment on natural forest land still occurs, while many recommendations in the inspection conclusions from 2019 and 2020 have not been thoroughly implemented.
From the above violations, the Chief Inspector of Hue City proposed that the Chairman of the City People's Committee direct the Department of Agriculture and Environment to strengthen management, inspection, and guide affiliated units to strictly implement regulations on practicing thrift and combating wastefulness; and at the same time request the Management Board of A Luoi Protection Forest to organize a review of responsibility and overcome all violations, limitations, and shortcomings that have been pointed out.
Regarding economic handling, Hue City Inspectorate decided to recover more than 136.9 million VND because the unit had not paid receivables, payables, tax obligations from previous years and overpaid value-added tax, deposited into the State budget.
