On January 5, the Government Inspectorate publicly announced the Inspection Conclusion on the law compliance of the Lo Te - Rach Soi road surface upgrade project in Can Tho city and Kien Giang province (now An Giang province).
This project has a total investment of 750 billion VND, belonging to group B projects. State budget capital in the medium-term public investment plan for the period 2021 - 2025.
Implementation time: From 2022 - 2025. The Ministry of Transport is the investor. The investor is the My Thuan Project Management Board.
Through inspection, it was found that there are still some shortcomings, defects, and violations, mainly the following:
Regarding the approval of investment policies and investment decisions: Have not reviewed and completed the investment phases and approved plans; the project preparation and approval process did not accurately assess the subsidence of the project according to design standards; did not update gasoline, oil, and asphalt prices at the time of approval of the total investment; calculated contingency overlapping, increasing the total investment.
Regarding the approval of construction drawing designs and estimates: There are contents that are not consistent with investment decisions, not in accordance with legal regulations on construction; subsidence monitoring data as a basis for calculation is still incomplete, overarching, and does not ensure reliability; survey work is still incomplete; the design of slope length and treatment scope of the culvert junction section does not meet technical requirements, survey and design standards; no detailed estimate of additional monitoring costs has been prepared as prescribed; the estimate approval is still incorrect, duplication in volume increases the estimated value of 10,746 million VND, increasing the estimated contract value of 4,237 million VND.
Regarding contractor selection, negotiation, and signing of contracts: Do not prepare, submit, or approve contractor selection plans for the entire project according to the provisions of the law on bidding.
Regarding capital allocation, acceptance, and payment of completed volume: There are some shortcomings and defects in construction management that are not in accordance with standards and regulations; management of survey consulting contracts, construction drawing designs and estimates is not strict according to regulations.
The above-mentioned shortcomings, defects, shortcomings, and violations, the responsibility belongs to the Ministry of Transport (now the Ministry of Construction), My Thuan Project Management Board (investor), consulting units, construction contractors and related agencies, units, and individuals" - The inspection conclusion clearly stated.
The Government Inspectorate proposed that the Prime Minister direct the Ministry of Construction to study, review, and supplement standards for designing traffic projects in weak land areas suitable for the Mekong Delta region to serve as a basis for designing and constructing projects to ensure quality and efficiency.
Review the overall road network plan of the Mekong Delta region, including the Lo Te - Rach Soi route, to be consistent with the merger of administrative boundaries, according to the two-level local government and the socio-economic development orientation of the region.
Organize self-criticism, clarify the responsibilities of relevant organizations and individuals for the shortcomings, defects, and violations mentioned in this Inspection Conclusion. In the process of self-criticism, review, and overcoming shortcomings, defects, and violations, if signs of law violations are detected, they shall be transferred to functional agencies for handling according to their authority.
