The Government has issued Decree No. 109/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Government Inspectorate. This Decree takes effect from June 1, 2025.
Accordingly, the Government Inspectorate is a ministerial-level agency of the Government, performing the function of state management of inspection work, receiving citizens, handling complaints and denunciations and preventing and combating corruption and negativity nationwide.
At the same time, conduct inspection activities, receive citizens, resolve complaints and denunciations and prevent and combat corruption, waste and negativity according to the provisions of law.
The Government Inspectorate performs the tasks and powers as prescribed in the Government's Law, the Law on Inspection, the Law on Citizens' Receiving Citizens, the Law on Complaints, the Law on Denunciations, the Law on Anti -Corruption and the Government's regulations on functions, tasks, powers, organizational structure of ministries, ministerial agencies and the following tasks and powers:
Submit to the Government draft laws, draft resolutions of the National Assembly, draft decrees, draft resolutions of the National Assembly Standing Committee, draft resolutions and decrees of the Government, draft decisions of the Prime Minister on inspection, receipt of citizens, settlement of complaints and denunciations and prevention and control of corruption and negativity.
Submit to the Government and Prime Minister of the strategy, planning and plan of medium, long -term and annual development in the fields of state management of the Government Inspectorate; Draft decisions, directives, other documents on inspection, citizen reception, settlement of complaints, denunciations and prevention and anti -corruption, negative and organized implementation.
Issue circulars, decisions, directives and other documents on inspection, citizen reception, complaint and denunciation settlement and corruption prevention and control according to authority.
Direct, guide, inspect and organize the implementation of approved legal documents, strategies, programs and plans on inspection, citizen reception, complaint and denunciation settlement and corruption prevention and control;...
The Decree also clearly states that the Government Inspectorate must develop an orientation for the inspection program and submit it to the Prime Minister for approval; develop and organize the implementation of the inspection plan of the Government Inspectorate;
Inspect the implementation of policies, laws, tasks and powers of ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities;
Inspect the implementation of policies, laws, tasks and powers of agencies, organizations, units and individuals under the management of ministries without a Minister Inspectorate;
Inspection of compliance with the law in areas under the state management of the ministry without a ministerial Inspectorate;
Inspecting complicated cases related to the state management responsibilities of many ministries, ministerial-level agencies, and provincial People's Committees;
Inspect when detecting signs of law violations; Inspect the case when the Minister, Head of ministerial-level agencies, and Head of Government agencies propose;
Inspect other cases when assigned by the Prime Minister and competent authorities.
