On February 3, the National Assembly Standing Committee will consider the report on the National Assembly's people's aspirations in January 2026.
Presenting the Report, Chairman of the Committee for Petitions and Supervision Duong Thanh Binh said that voters and people are interested in following and happy about the success of the 14th Party Congress.
At the same time, voters and people expect that under the leadership of General Secretary To Lam, the Politburo and the 14th Central Committee of the Party will drastically implement the Congress's resolution, bringing the country to continue to develop.
However, voters and people continue to worry about the serious damage caused by storms and floods to the lives, infrastructure, and socio-economic activities of many localities in the Central region.
The situation of teenagers and adolescents showing signs of deviation in lifestyle and ethics; the situation of advertising and selling fake and poor quality goods, especially health protection foods on social networks.
The Standing Committee of the Committee for Petitions and Supervision proposed that the National Assembly Standing Committee request the Government and the Prime Minister to continue to direct some contents that voters are currently concerned about:
Direct relevant ministries and sectors to continue to pay attention to allocating resources to overcome the consequences of natural disasters, and promptly support people to soon stabilize their lives and production.
Continue to direct ministries and sectors to strengthen management and control of content on social networks and have specific solutions to protect children; have measures to solve the problem of law violations among teenagers.
Continue to direct ministries, branches and localities to strengthen food safety and hygiene inspections and strictly handle violations.
Soon issue documents to remove difficulties and obstacles regarding imported food goods to ensure the implementation of Decree 46/2026 detailing the implementation of a number of articles and measures to organize and guide the implementation of the Food Safety Law to be unified and effective.
Expressing his opinion afterwards, Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai said that after reporting on the work of people's petitions in December 2025 proposing to overcome inadequacies in food safety management, after the incident related to Ha Long canned goods, the Government, ministries and sectors drastically intervened.
Many food production facilities and locations violating food safety have been detected, including products containing chemicals used daily by people such as bean sprouts and snails.
The Chairman of the Committee for Science, Technology and Environment agreed with the Government's issuance of Decree 46/2026 and the plan to submit to the National Assembly the draft Law on Food Safety and Hygiene (amended) in 2026.
However, from the reality of implementation, Ms. Hai noted that the import and export of agricultural products and processed foods with short storage terms are specific, while Decree 46 does not have appropriate transitional regulations on quality inspection.
According to Ms. Hai, not only Decree 46 but also many other laws and decrees that have just been issued, the requirement is to strengthen supervision of the development and promulgation of guiding documents for implementation right from the preparation stage.
Ensure the true spirit of the law, the right authority, do not provide rampant guidance and especially must fully assess the impact, have transitional regulations for rapidly changing fields that directly affect the interests of people and businesses.
From the above analysis, Ms. Hai affirmed that the Committee has assigned the professional department to review and draft the document and will send opinions to the agency in charge of drafting Decree 46 to promptly adjust and ensure compliance with legal regulations, without affecting the legitimate rights and interests of people and businesses.
