On October 15, at the Party Central Committee Headquarters, the Standing Committee of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development (Steering Committee) held a third quarter meeting to assess the situation of the 9-month implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Concluding the meeting on strategic orientations, the General Secretary pointed out that it is necessary to steadfastly implement according to the new operating principles agreed upon by the 13th Conference of the 13th Party Central Committee: "discipline goes forward - Resources go together - Results are a measure".
This must be a consistent guiding principle, a guiding principle for all activities. Discipline is shown in strictly complying with the instructions, following the progress, not pushing or avoiding; must completely handle overdue tasks.
Resources must be fully guaranteed, allocated correctly, accurately, quickly, effectively, avoiding spreading and wasting. All efforts must be measured by specific, substantial results, weighing - measuring - weighing - measuring, not by formal reports.

The General Secretary requested that the removal of institutional bottlenecks must be taken as a top breakthrough task; exploiting data to break the "sand-point thinking"; at the same time, there must be a strong enough mechanism to protect cadres who dare to think, dare to do, dare to take responsibility for the common good.
We must create an ecosystem, strongly unlock social resources, and take businesses as the center, from "The State makes" to "The State makes". This is to liberate and mobilize private resources to the maximum for the development of science, technology, and innovation, according to the principle of "What the private sector can do without the State sector playing a leading role, it creates conditions and encourages the private sector to do".
Only when the enterprise is truly the center, will the 3-house model (State - School - Enterprise) come into play.
The General Secretary suggested that people and businesses must be satisfied and trusted as a measure; must resolutely comprehensively digitize the process, deploy "one-stop-shop - one-time declaration" public services on the basis of interconnected data.
All agencies and units, especially the leaders, need to set an example, be responsible to the Party, the State and the people for implementing tasks, ensuring the completion of all tasks on time, meeting practical requirements, and bringing efficiency.
The General Secretary especially emphasized, the responsibility of the heads, first of all, the ministers, heads of sectors, secretaries, chairmen of the People's Committees at the provincial and commune levels and leaders at the department and department levels must fully and deeply recognize the requirements and tasks of developing science, technology, innovation, and national digital transformation with the fate of the country.
Therefore, we are determined in directing and operating; not accepting "term thinking", "attracting local interests", not daring to think, not daring to do, not daring to make breakthroughs.
"Whoever gets caught up in these situations without amending them must promptly replace them, not slow down the country's development process," the General Secretary pointed out.
The General Secretary noted that the tasks ahead require each member of the Steering Committee, each leader at all levels and sectors to continue to uphold the spirit of pioneering and exemplary, truly " saying less - doing more - resolutely - effectively"; urgently deploy at their agencies and units; must have recommendations and proposals to the Steering Committee on tasks that bring benefits not only to their sectors.
