Preventing and combating corruption, waste and negativity no dark areas, no gray areas
The official session of the 1st Government Party Congress, term 2025-2030, took place this morning (October 13), in Hanoi.
Speaking at the Congress, General Secretary To Lam stated that, looking back at the 2020 - 2025 term, we have had to face many fierce, sudden, and unprecedented challenges (COVID-19 pandemic, natural disasters, armed conflicts, strategic competition between major countries, changes in trade policies of some major partners, etc.).
Under the leadership of the Party, along with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has shown courage, solidarity, creativity, determination in directing, operating, making breakthroughs in actions, organizing implementation with a focus on key points, close to reality and achieving many important results, quite comprehensive, with many outstanding bright spots.
Noting some contents in the coming term, the General Secretary emphasized 3 requirements and 5 focuses. In which, 3 requirements include:
First, unify awareness and clearly define the goal of taking the country firmly into an era of strong, prosperous, civilized and happy development.
Second, make greater efforts, stronger aspirations; improve forecasting, leadership and direction capacity; innovate in state management. Step out of the old ways and thinking, set out orientations, tasks, and real solutions. All for the economic, cultural and social development of the country with the ultimate goal of improving the material, spiritual and happy life of the people.
Third, build a team of cadres and civil servants who are "talented, capable, and heartless"; have steadfast political will, pure morality, high responsibility, dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges. Shift from administrative thinking to service thinking; shift from "performing all responsibilities" to "working to the destination". There needs to be mechanisms and policies to create motivation and protect cadres who dare to innovate for the common good, not letting State agencies and the Government become a safe haven for those who are weak and afraid of conflicts.

Regarding key tasks, the General Secretary noted that the Government Party Committee has a special position in the political system, which is a gathering place for strategic-level leaders and managers, a place to directly concretize, institutionalize and organize the implementation of the Party's guidelines and policies through laws, mechanisms and policies of the State.
The Government Party Committee must be a model of political courage, intelligence, innovation and public ethics; be the center of solidarity, unity of will and action in the entire state administrative apparatus. Continue to build a truly clean and strong Party Committee and Party committees; Resolutely prevent and combat corruption, waste and negativity with the motto "no dark areas, no gray areas", "vacuums, shady spots", "no forbidden areas, no exceptions"; Build a team of cadres and Party members, especially leaders with sufficient capacity, equal to the task; Build a Government "creating development, integrity, drastic actions, serving the people".
Striving for double-digit growth
The General Secretary noted that focus on economic development, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Goal for the 2026 - 2030 period: strive to achieve double-digit growth.
General Secretary To Lam especially noted the difficulties and backlogs in recent times, especially in urban areas such as Hanoi, Ho Chi Minh City, remote areas, etc. In particular, the Government and localities need to be determined to implement and completely resolve urgent problems such as traffic congestion, environmental pollution, flooding, etc.
"Every time there is a rain, the rainy season comes, people are very worried, affecting the lives and socio-economic development of areas, urban areas, and big cities. Every year we have to deal with dozens of and increasingly complex storms" - the General Secretary cited the evidence and said that agencies must re-evaluate disaster prevention work to make appropriate adaptations.
"Storms cannot be avoided, we must be proactive in this matter, from bridges, river dykes, sea dykes, it cannot be sandbags - a storm is just a start-up" - the General Secretary said.
The General Secretary also requested to focus on implementing 3 strategic breakthroughs ( institutions, infrastructure, human resources). In particular, institutions must become competitive advantages, free up all productive forces, unlock all development resources; cut down and simplify administrative procedures, promote creative startups; improve the investment and business environment.
Consistently and resolutely implement the viewpoint of considering education - training as "top policy"; build a modern national education system, on par with the region and the world, creating a clear change in quality at all levels of education.
The General Secretary also stated that developing a culture in harmony with the economy and society; caring for people's lives, ensuring that no one is left behind; building a civilized, united and progressive society.
Implement social progress and equity; improve the quality of health care and social security; focus on ethnic, religious work, gender equality, and comprehensive human development. Ensure national defense and security, improve foreign affairs efficiency, and integrate internationally.
