On the afternoon of February 25, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra chaired a meeting with ministries and sectors on drafting a Decree on managing people holding titles, positions and representatives of state capital in enterprises.
The issue today we are discussing is not just about managing people holding titles, positions and representatives of state capital in enterprises.
More importantly, it is necessary to create motivation for businesses to develop, meeting the requirements of renovating state-owned enterprises in the overall process of renovating the state economy in accordance with the spirit of Resolution 79," the Deputy Prime Minister emphasized.
The goal is that by 2030, 100% of state-owned corporations and general corporations will apply governance principles according to OECD standards.
The requirement is to continue to strongly reform administrative procedures, promote decentralization and delegation of power to improve the autonomy and self-responsibility of state-owned enterprises.
However, decentralization must be associated with clear and transparent demarcation of appointment authority between the Prime Minister, the representative agency of the owner and the enterprise, ensuring no overlap and no vacancy of responsibility.
The Deputy Prime Minister noted to focus on 2 key positions: Chairman of the Member Council and General Director - positions that play a decisive role in strategic planning and organization and management of production and business activities.
An important content that the Deputy Prime Minister requested to be carefully studied is the pilot mechanism for hiring, recruiting, and appointing Directors and General Directors at some state-owned enterprises.
Accordingly, it is necessary to design a separate clause on the pilot mechanism, with a scope, specific address and clear deadlines for evaluation and drawing experience before replicating.
When implementing a specific leasing and recruitment mechanism, it is possible not to rigidly apply requirements on planning, seniority, and tenure time as general regulations, as long as the selected person has management capacity, achievements, and specific products.
When power has been granted, it needs to be real, without adding more steps to ask for opinions and reports, reducing the proactiveness of businesses.
Regarding the annual evaluation and classification work, it is necessary to innovate in the direction of putting efficiency at the center, allowing businesses to apply modern evaluation tools such as KPI or other advanced methods, instead of applying mechanical administrative evaluation mechanisms.
Regarding Supervisors, it is necessary to clearly stipulate specific standards and criteria, ensuring sufficient capacity to perform supervisory functions. If the quality of this team is not improved, the supervisory mechanism will not be effective, and may even cause difficulties for businesses.
In addition to strong decentralization, the draft new Decree must also supplement a mechanism for controlling and supervising power strictly, ensuring publicity, transparency, and preventing conflicts of interest.
The Deputy Prime Minister emphasized the spirit of Resolution 79 of the Politburo is to encourage a dynamic, creative, and dare-to-think and dare-to-do business management team. Therefore, the Ministry of Home Affairs and ministries and sectors should study mechanisms to protect business management officials who dare to think, dare to do, and dare to take responsibility for the common good.
In case of risks due to objective and force majeure factors, there should be clear regulations to protect implementers, creating a sense of peace of mind for innovation and creativity.
