Mr. Ho Tuan Thoai (Kien Giang) is a high school teacher, receiving salary at the level of high school teacher grade III, code V.07.05.15, level 6, coefficient 3.99. The next salary increase will be from August 1, 2022.
Mr. Thoai was signed by the Department of Home Affairs on the appointment and salary arrangement of civil servants who passed the exam for promotion to the professional title of high school teacher grade II in 2023 on February 15, 2024.
Accordingly, he was appointed to the professional title of high school teacher grade II, code V.07.05.14, level 1, salary coefficient 4.00 from the date of signing the decision.
During his career, he has achieved the following achievements:
Achieved the title of Emulation Fighter at the grassroots level for 3 consecutive years;
During the time of holding the salary level, he was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee.
Based on the above reasons, he wondered: "According to Point a, Clause 1, Article 3 of Circular No. 08/2013/TT-BNV, am I eligible to request an early salary increase?"
Mr. Thoai also expressed his wish to receive answers from the Ministry of Home Affairs so that he can complete the documents and carry out procedures in accordance with regulations during the province's early salary increase review.
Regarding the reflection and recommendation of Mr. Ho Tuan Thoai, the Ministry of Home Affairs has responded on the Electronic Information Portal.
The regime of early salary increase is specifically guided in Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and employees (amended and supplemented in Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs).
At the same time, at Point a, Clause 1, Article 4 of Circular No. 08/2013/TT-BNV stipulates that the head of the agency or unit managing cadres, civil servants, public employees and workers is responsible for discussing with the Party Committee and the Executive Committee of the Trade Union at the same level to promulgate the Regulation on early salary increase due to outstanding achievements in performing the tasks of their agency or unit;
It must clearly stipulate the standards and levels of outstanding achievements in performing tasks, the time for early salary increase corresponding to different levels of achievements of cadres, civil servants, public employees and workers; the order of priority for early salary increase for those with the same outstanding achievements as a basis for considering early salary increase for subjects under management.
This Charter must be made public within the agency or unit and sent to the direct superior management agency for management and inspection during implementation.
The implementation of regimes and policies for cadres, civil servants, public employees and workers in Kien Giang province is under the authority of the Chairman of the Provincial People's Committee.
Therefore, the Ministry of Home Affairs recommends that Mr. Thoai contact the agency managing cadres, civil servants and public employees of Kien Giang province (Department of Home Affairs) for answers.
