On the afternoon of November 7, the 11th Cambodia - Laos - Myanmar - Vietnam (CLMV) Summit took place with the participation of heads of government/delegations of CLMV countries and the ASEAN Secretary General. Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to the conference.
According to the Ministry of Foreign Affairs, speaking at the conference, the Prime Minister stated that the world is witnessing profound and epochal changes, opening up unprecedented development opportunities for the four countries, opportunities for the era of connectivity and innovation. This is the golden time to create a breakthrough for CLMV cooperation to catch up, move forward, and rise up. To do this, CLMV countries need to have a new approach, based on promoting internal and external resources.
In that spirit, the Prime Minister proposed the "3 together" motto for CLMV cooperation as follows:
Firstly, we are determined to build an increasingly effective and practical CLMV cooperation mechanism towards a developed, self-reliant and highly competitive CLMV economic region; economies with an upper middle income level by 2030. The four of us need to be more determined in implementing the CLMV Development Framework and focus on implementing priority projects with high significance. The Prime Minister expects us to promote the Mekong sub-region, including the CLMV mechanism.
Second, jointly promote new areas of cooperation that are highly feasible, in line with new trends and effectively complement other mechanisms, especially ACMECS and GMS. The Prime Minister suggested that CLMV should focus on building a comprehensive strategy for CLMV human resource development, combining the training of intellectuals with skilled workers. The Prime Minister affirmed that Vietnam is committed to maintaining the scholarship program, receiving students from Cambodia, Laos and Myanmar to study and research in Vietnam.
Third, jointly mobilize the participation and contributions of the business community and development partners in the design and implementation of CLMV cooperation projects and programs, especially in new areas such as digital transformation, green transformation, smart agriculture, and climate change response, in line with the requirements of the new development stage of the four countries.
The Prime Minister affirmed that Vietnam always attaches importance to the cooperation between Cambodia - Laos - Myanmar - Vietnam and will continue to do its utmost to further deepen the traditional friendship, friendly neighborliness and mutual benefit, so that the four countries can catch up, progress together and rise up in the new era of development.
At the end of the conference, the leaders adopted a joint statement and witnessed the transfer of the CLMV cooperation chairmanship role between Myanmar and Vietnam.
