This morning (April 16), the Politburo and the Secretariat organized the National Conference to thoroughly grasp and implement the Resolution of the 11th Conference of the XIII Party Central Committee.
At the conference, Member of the Politburo, National Assembly Chairman Tran Thanh Man conveyed the thematic on the amendment of the Constitution and the Law; Order of election of National Assembly deputies XVI and People's Council deputies at all levels for the term 2026 - 2031.
National Assembly Chairwoman Tran Thanh Man said that implementing Resolution No. 60-NQ/TW dated 12.4.2025 of the 11th Conference of the XIII Party Central Committee, including the merger of the provincial administrative unit (DVHC), does not organize district level, merged commune level and built a model of organization of local authorities 2 levels; Arranging socio -political organizations, mass associations assigned by the Party and the State to the Fatherland Front (Fatherland Front) ... opening a new situation to develop the country in a new era with a long -term vision.
To meet the aforementioned requirements, the scope of amendments and supplements this Constitution focuses on two content groups:
Firstly, the provisions of the 2013 Constitution regarding the Vietnam Fatherland Front, socio -political organizations (concentrated in Articles 9 and 10), to meet the requirements of arranging and streamlining the organizational structure, upholding the role, responsibility and initiative of the Vietnam Fatherland Front, the role of gathering classes, classes, strong directions to population areas, near people, near people, near people, near people, near people.
Secondly, the provisions of Chapter 9 of the 2013 Constitution to implement the 2 -level local government organization model.
National Assembly Chairman Tran Thanh Man said that according to the Government's report, there were about 19,220 documents at the central and local issuing with the content affected and directly affected by the implementation of the policy of continuing to organize the organizational structure of the political system, including 1,180 documents of the Central Government, 18,040 of the locality.
Therefore, it is necessary to amend the relevant contents in laws such as the Law on Organization of the local government, the Law on Election of the National Assembly deputies and the People's Council deputies, the Law on Organization of the People's Court, the Law on the Organization of the People's Procuracy, the Law on Organization of Criminal Investigation Agency, the Law on Cadres, Public Officials, the Law on Promulgation local businesses and authority directly impact socio -economic development in the fields of budget, investment and planning.
When conducting amendments and supplements, especially paying attention to the promotion of decentralization, decentralization and clearly delineating the authority between the central government and the local, between the provincial level and the commune level, clearly defining the district government, it is necessary to transfer to the commune -level authorities or assign the provincial authorities to facilitate localities in the implementation process.
It is expected that at the 9th session, the National Assembly will comment, through 31 law projects, 12 resolutions; Giving comments on 10 law projects (not to mention resolutions on the arrangement of the provincial and commune -level units will consider and decide during the meeting time). This is the largest workload ever in the history of the National Assembly sessions.
Complete the constitution amendment before June 30, 2025
National Assembly Chairwoman Tran Thanh Man said that the amendment of the Constitution and relevant laws and resolutions must be completed before June 30, 2025 and take effect from July 1, 2025.
In particular, the provisions of transitions to fulfill the consolidation and organization of the apparatus and the commune -level units officially come into operation, before August 15, 2025, the provincial -level units officially came into operation at least before September 15, 2025. There are specific instructions to ensure smooth, interrupted operation, in accordance with the roadmap and implementation plan.
From April 14, 2025, the National Assembly Standing Committee of the 44th session to review and comment on the contents of the National Assembly at the 9th session. On April 15, 2025, the National Assembly Standing Committee issued Resolution No. 76 on the arrangement of UPS in 2025 (ensuring 60% to 70% of the total number of communal units in the country) and agreed on the content of the National Assembly in 2013.
