The Ministry of Justice has just announced the draft Decree regulating the organization and operation of villages and residential groups (TTDP) and regimes and policies for non-specialized personnel in TTDP, drafted by the Ministry of Home Affairs.
The draft report of the Decree clearly states that, implementing Resolution No. 18-NQ/TW and current legal regulations, the arrangement of TTDP in the past time has achieved important results, reducing from 136,824 units in 2015 to 89,574 units in 2025, equivalent to a reduction of 47,250 TTDP (34.53%).
However, there are still many TTDPs that do not meet the criteria for the scale of households according to current regulations and there is a gap between regions.
After implementing the arrangement of provincial and commune-level administrative units in 2025, the average number of TTDPs per commune-level administrative unit increased sharply, from about 9 TTDPs to about 27 TTDPs/1 commune level. This increases the number of focal points and creates great pressure on commune-level authorities, while current regulations have not been adjusted to suit current practices.
The Ministry of Home Affairs said that the development of a Decree regulating the organization and operation of TTDP and regimes and policies for non-specialized personnel in TTDP is necessary to promptly institutionalize the Party's guidelines and conclusions on arranging TTDP and consolidating the political system at the grassroots level.
At the same time, the decree also aims to concretize the provisions of the Law on Organization of Local Government No. 72/2025/QH15 and related legal regulations; create a unified and synchronous legal basis for arranging TTDP in accordance with the 2-level local government model, improving the effectiveness and efficiency of state management at the grassroots level, ensuring regimes and policies for non-specialized personnel and meeting management requirements in the new situation.
Regarding the criteria for establishing TTDP, the draft decree specifically stipulates the criteria for the scale of households by region, based on reviewing current regulations, assessing the level of population concentration and management requirements after arranging administrative units, organizing local government at 2 levels.
According to the proposal, in Hanoi and Ho Chi Minh City, villages must have 500 or more households, and residential groups must have 700 or more households.
In the Northern Midlands and Mountains region, villages must have 150 or more households, and residential groups must have 300 or more households.
For the Red River Delta, Southeast and Mekong Delta regions, villages must have 400 or more households, and residential groups must have 550 or more households.
In the North Central region, villages must have 350 or more households, and residential groups must have 450 or more households.
The South Central Coast and Central Highlands regions are proposed to stipulate villages with 350 or more households, and residential groups with 500 or more households.
For Gia Lai, Lam Dong and Dak Lak provinces, villages must have 300 or more households, and residential groups must have 450 or more households.
