The Ministry of Home Affairs is developing a plan to arrange villages and residential groups to submit to competent authorities. After competent authorities have opinions, the Government will issue a decree guiding provinces and cities to organize implementation.

The general orientation is to arrange in the direction of streamlining focal points, reducing the number of villages and residential groups, ensuring compliance with the scale, characteristics and conditions of each region.

The policy of arranging residential groups, villages, and hamlets according to Conclusion 27-KL/TW is considered an important step to streamline the apparatus, save budget and improve management efficiency at the grassroots level.

The rearrangement of residential groups and villages not only has the meaning of organizing the apparatus but is also directly related to people's lives, community cultural factors, historical traditions and social psychology in each area.

Therefore, this policy is receiving great attention from public opinion, especially issues related to creating consensus among people, how to name residential groups after mergers, management of public assets, selection of grassroots officials and implementation monitoring mechanisms.

After the merger of commune-level administrative units (merged from An Luu, Hiep An, Long Xuyen wards), Kinh Mon ward, Hai Phong city has a total natural land area of 11.47km2, including 13 residential groups with 24,948 people.

The Ward People's Committee assigned specialized departments to review natural conditions, population size, area, cultural and historical traditions to serve as a basis for developing appropriate arrangement plans. The arrangement of staff in the residential group after arrangement will be balanced. The naming of the residential group will also be carefully studied and widely consulted with the people.

The Ward People's Committee has directed the Department of Culture and Society to preside over and coordinate with the Economic, Infrastructure and Urban Department of the ward to review, study, and draft a plan to arrange and merge residential groups.

In Hai Phong city, there are 114 communes, wards, and special zones with more than 3,000 villages and residential groups.

If previous mergers were mainly aimed at overcoming the situation of fragmented and substandard villages and residential groups, this rearrangement is associated with a larger goal of streamlining the apparatus, improving the efficiency of grassroots governance and adapting to development requirements, digital transformation, and urbanization in the new period.

In Ha Tinh, from 2015 to now, this locality has repeatedly carried out the merger and streamlining of villages and residential groups. From 2,837 units, reduced to 1,901, reduced 936 villages and residential groups; streamlined about 9,000 non-specialized officials, saving tens of billions of VND for the budget each year.

The continued arrangement and merger of villages and residential groups in Ha Tinh province aims to create new development space, streamline the apparatus and improve local governance efficiency.

The goal of the arrangement is not only to reduce focal points, but more importantly to improve the effectiveness and efficiency of operations at the grassroots level; build a team of good officials in both expertise and information technology, meeting the requirements of building a modern two-level local government, taking people and businesses as the center of service.

In Tuyen Quang province, this locality is proactively reviewing and fully preparing the necessary conditions to implement the arrangement of villages and residential groups according to the Central Government's policy in accordance with the 2-level local government model.

Similarly, localities such as Lam Dong, Da Nang, Lang Son, Nghe An... urgently review and prepare good conditions for deploying the arrangement of villages, hamlets, and residential groups.
