Continuing the program of the 9th Extraordinary Session of the 15th National Assembly, on the morning of February 15, the National Assembly discussed in groups the draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities and specific policy mechanisms to build nuclear power plants in Ninh Thuan.
Speaking at the group discussion session on the draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities, Prime Minister Pham Minh Chinh affirmed that for rapid and sustainable development, it is necessary to rely on science and technology for innovation and digital transformation. This is an objective requirement.
Therefore, removing institutions is something that needs to be focused on. Currently, the Government is directing the amendment of a series of laws, such as the Budget Law, Tax Law, Enterprise Law, Science and Technology Law and many other related laws. The law amendment will be completed by this year at the latest.
To remove obstacles in scientific, technological and innovation activities, according to Prime Minister Pham Minh Chinh, some points in the Resolution must add special mechanisms, not just special mechanisms. "Specialty is another level, with this Resolution, a special mechanism must be added," the Prime Minister emphasized.
First, special mechanisms are needed for infrastructure development, innovation, digital transformation, etc. Our current infrastructure is still very weak, but resources are in great need. Therefore, there needs to be a mechanism to mobilize resources from society, businesses, people... to develop infrastructure.
Second is a special mechanism for management. For example, public investment, but private management. "We can invest in state science and technology infrastructure, but leave it to the private sector for management," said the Prime Minister.

Third, a special mechanism is needed for scientists and scientific works to be commercialized. Specifically, procedures; decentralization and delegation of authority to provinces, cities, and ministries; elimination of the request-grant mechanism; reduction of administrative procedures; effective overall management.
Fourth, the new Resolution currently mentions exemptions from liability when risks occur for the drafting person, but there is no mention of exemptions for the implementing person. "If there is no special mechanism to protect the person performing the act, there will be a state of fear of responsibility, not wanting to do it because they are not protected. Therefore, the drafting committee needs to consider adding a mechanism for exemption from liability when risks occur for both implementors and implementors," the Prime Minister pointed out.
Fifth, create a mechanism to attract human resources. Not only attracting workers from outside the state sector to work in the state sector, but it is necessary to attract them to develop private enterprises, attract human resources from outside to Vietnam to contribute to promoting the development of science and technology, bright innovation. We must create an attraction mechanism through tax, fee, charge mechanisms, housing policies, land, visas, labor contracts, etc. "We cannot let foreign experts and scientists come to Vietnam, but we have to wait for visas," the Prime Minister emphasized.
According to the Prime Minister, when there is a special mechanism, special tools must be designed for management, to prevent violations, corruption, negativity, and waste. These are things that need to be thoroughly grasped.
