The Government Office has just issued Notice No. 463/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of the Quang Tri Provincial Party Committee.
The Prime Minister requested to proactively review the development planning of the new Quang Tri province in the direction of integration, regional linkage and promotion of the advantages of the two previous provinces, ensuring harmonious, smooth and feasible development.
Strongly promote new growth drivers, economic zones, border gates, high-tech industries; industry focusing on processing, manufacturing, high technology; clean, ecological agriculture; services, high-quality eco-tourism associated with nature, history, and typical culture of the province, truly becoming a spearhead economic sector.
Promote investment in strategic infrastructure (communications, urban areas, healthcare, education, society, etc.); continue to accelerate the progress and quality of major projects, contributing to strengthening regional and international linkages, deeply participating in global supply chains and value chains.
In direction and management, especially in socio-economic development, Quang Tri must take people and businesses as the center, listening to the opinions of people and businesses.
Promote public-private cooperation; support business development, startup movements, and the formation of large private enterprises; improve capacity for small and medium enterprises; develop a startup and innovation ecosystem; create a favorable environment to attract investment, especially large projects.
Quang Tri province also needs to focus on building a united, united, honest, democratic, action-oriented and effective Party and political system; organize Party Congresses at all levels well to ensure seriousness, quality, and progress.
Continue to reorganize and streamline the apparatus; review and publicize administrative procedures; improve indicators of administrative reform, competitiveness, improve the investment and business environment; promote digital transformation, develop digital government, digital economy, digital society.
Strengthen discipline and order, promote decentralization and delegation of power along with resource allocation and strengthen supervision and inspection.
Review the functions, tasks and powers of local state agencies, detect problems and shortcomings to promptly adjust and supplement in accordance with the 2-level local government organization model, ensuring the apparatus operates smoothly, effectively and efficiently.
Increase investment in developing high-quality education, training, and human resources, especially in potential and strength areas of the province.
Ensure social security, ensure the standard of living of meritorious people and their families is quite average or better; focus on developing social housing; narrow the development gap between regions and areas in the province; re-plan and renovate the Martyrs' Cemeteries to be "bright, green, clean, beautiful", creating conditions for people across the country to pay their respects and visit.
Strengthen resource management, environmental protection, natural disaster prevention and control, climate change response to protect relics and landscapes, preserve socio-economic development achievements and improve the living environment.
Ensure national defense, security, social order and safety, promote foreign affairs; strengthen the prevention and fight against corruption, waste and negativity, and strictly handle violations.
